POSITION OVERVIEW
Responsible for designated areas in payroll, employee benefits, benefit disbursement, travel processes, and designated accounting activities in the finance/accounting unit. Acts in a confidential capacity and provides administrative support for the Finance/Accounting department and designated management staff. Important factors are initiative; sound independent judgment; and flexibility.
ESSENTIAL FUNCTIONS
- Completes biweekly timesheets for payroll and monthly travel processes utilizing various computer programs.
- Compiles, reconciles, and prepares payroll disbursements for payment of employee insurance benefits, retirement, payroll taxes, payroll deductions, and processes check payment accordingly.
- Works with and provides information for auditors in the area of payroll.
- Participates in fiscal and year end closings including benefit premium rate changes; and year end payroll and benefit balancing, and the W-2 year-end process.
- Performs special assignments including completion of required payroll reporting.
- Prepares accounting reports, retrieves and reconciles balance sheet for payroll-related accounts, electronically save, and maintain all related reports.
- Communicates and interfaces with third-party payroll processing company (currently ADP) to resolve various payroll-related issues and/or updates that arise. Also communicate with staff to address discrepancies and adjustments
- Processes termination payouts.
- Supports effective and efficient business practice.
- Maintains positive business relationships, confidentiality, good attendance, punctuality, and acts in accordance with all company policies and procedures.

MINIMUM QUALIFICATIONS
- Associate’s degree in accounting and 3 years of advanced, responsible payroll, wage and hour, employee benefits, bookkeeping or accounting experience.
- Must have experience in computerized payroll systems, accounting systems and spreadsheet applications.
- Knowledge of general office practices and procedures.
- Ability to spell and punctuate accurately and compose memos, letters, and e-mail communications.
- Ability to perform complex mathematical computations.
- Ability to prioritize, organize and coordinate workload to meet deadlines; to work in a detailed organized manner.
- Proficient in Excel spreadsheet, pivot tables, formulas and functions; word processing, and 10-key by touch.
- Ability to work cooperatively and effectively with others.
- Must demonstrate initiative, self-motivation, sound independent judgment, flexibility, strong interpersonal, excellent written and oral communication skills.
- Must have a valid CA driver’s license, reliable vehicle, and vehicle insurance.
TRAVEL REQUIREMENTS
- Must have the ability to travel to all CVRC offices (Fresno, Visalia, Merced) as assigned or required.
WORKING CONDITIONS
Professional office environment. Noise level in the office is low to moderate depending on area. Individual workspace is assigned and varies from an open cubicle to private office.
