Job Summary
The Director of Roadway Maintenance and Facilities directs the Authority’s overall maintenance programs which includes, supervision of all roadways, facilities, landscaping, security, continuous inspection of the system, monitoring FDOT reports and responding to public inquiries. This position assists in the development of plans and specifications for contract documents and is the direct liaison with the comprehensive contracts personnel. The Director of Roadway Maintenance and Facilities supervises all maintenance employees.

Duties and responsibilities

  • Directs and oversees the activities of the maintenance department.
  • Directs and oversees the Security contract and personnel.
  • Ensures adherence to all codes, standards, laws, regulations, etc. that pertain to the Department.
  • Develops and prepares the annual maintenance budget.
  • Maintains relationship with state, federal and county agencies involved in the Department’s responsibilities.
  • Responds to emergency calls.
  • Performs supervisory duties as instructing, assigning work, planning, maintaining standards, coordinating activities, and allocating personnel.
  • Reviews work of subordinates for completeness and accuracy, offers advice and assistance as needed.
  • Interacts and communicates with various groups and individuals.
  • Manages building operations and maintenance programs system wide.
  • Plans, schedules and coordinates all facility repairs and renovations.
  • Manages overall administrative functions related to facilities management.
  • Initiates and monitors contracts for required outside services.
  • Provides on-going, routine, visible inspections of the Authority’s system to determine proper condition and upkeep.
  • Performs various contract management functions, such as verifying evidence of contractor or consultants’ progress; mediates delivery schedule changes, including review and inspection of work orders.
  • Responds to public inquiries regarding hazardous situations or maintenance issues.
  • Performs additional duties as assigned.

Qualifications

  • Requires a broad knowledge of toll and limited access roads along with public works or municipal maintenance operations and standards.
  • Possess a strong business background and understanding of practices and principles used in negotiating and reviewing contracts.
  • Ability to supervise and effectively manage people.
  • Proven ability to manage financial resources.
  • Bachelor’s degree in Engineering or a related field with 8 years of directly related experience.
  • P.E. and/or governmental or municipal agency experience preferred.
  • Familiar with Department of Transportations (D.O.T.) Maintenance Rating Program (M.R.P.) Standards is highly desired.
  • Supervisory experience is required.
  • Excellent written and verbal communications skills.
  • Strong computer and MSOffice skills.
  • Excellent organizational skills required.
  • Ability to communicate technically at both low and high levels.
  • Ability to multitask and work confidently in a fast paced environment.
