What are the responsibilities and job description for the Estimator position at Central Civil Construction?
Senior Estimator – Heavy Civil Construction
Central Civil Construction
South Florida | Full-Time | In-Person
Build With a Company That Has Been Building South Florida Since 1977
Central Civil Construction is seeking an experienced Senior Estimator to join our team.
For nearly 50 years, Central Civil has successfully delivered complex heavy civil construction projects throughout South Florida. Our work includes earthwork, underground utilities, roadway and infrastructure improvements, airports, seaports, commercial developments, government projects, and other challenging public and private-sector construction.
The Senior Estimator will play a critical role in identifying, evaluating, and securing new work for the company. This position requires an experienced heavy civil construction professional who can independently manage the estimating process from initial opportunity review through final bid submission and turnover to operations.
The ideal candidate has extensive knowledge of heavy civil construction means and methods, earthwork, underground utilities, production rates, equipment, labor, materials, subcontractor scopes, and project risk.
What You'll Do
- Lead the estimating process for complex heavy civil and infrastructure projects from initial review through final bid submission.
- Review plans, specifications, geotechnical reports, addenda, contract documents, and bid requirements.
- Perform detailed quantity takeoffs for earthwork, excavation, grading, underground utilities, drainage, water, sewer, roadway, and site development work.
- Develop detailed estimates for labor, equipment, materials, trucking, subcontractors, and indirect project costs.
- Establish realistic production rates based on project conditions, equipment requirements, crew composition, and construction methodology.
- Prepare detailed scopes of work and solicit pricing from subcontractors, suppliers, and vendors.
- Analyze subcontractor and vendor proposals to identify scope gaps, exclusions, qualifications, and potential risks.
- Develop competitive pricing strategies while maintaining appropriate margins and identifying project risks.
- Participate in bid reviews with executive management, operations, and project management.
- Identify value-engineering opportunities and alternative construction methods that improve project competitiveness.
- Perform constructability reviews and identify potential conflicts, risks, and opportunities before bid submission.
- Prepare bid packages, proposals, clarifications, exclusions, and supporting documentation.
- Attend pre-bid meetings and site visits as required.
- Coordinate with Project Managers, Superintendents, and field leadership to validate production assumptions and construction approaches.
- Maintain accurate historical cost, production, and estimating information for future bids.
- Assist with conceptual and budget estimates for negotiated and design-build opportunities.
- Support owner/client negotiations and post-bid discussions as needed.
- Participate in the turnover of awarded projects from estimating to project management and field operations.
- Mentor and provide guidance to Estimators and other members of the preconstruction team.
- Assist leadership with evaluating upcoming opportunities and determining which projects best align with Central Civil's capabilities and strategic goals.
What We're Looking ForRequired Qualifications
- 7 years of estimating experience in heavy civil construction, with senior-level responsibility for complex estimates.
- Strong experience estimating earthwork, underground utilities, roadway, infrastructure, and/or site development projects.
- Thorough understanding of heavy civil construction means and methods.
- Strong knowledge of labor productivity, equipment production, material costs, trucking, subcontractor pricing, and project indirect costs.
- Demonstrated ability to independently prepare and manage estimates from initial review through final bid.
- Ability to read and interpret complex construction plans, specifications, geotechnical information, and contract documents.
- Strong understanding of quantity takeoffs and cost estimating.
- Experience soliciting, evaluating, and leveling subcontractor and supplier proposals.
- Strong analytical and problem-solving abilities.
- Excellent organizational and time-management skills.
- Ability to manage multiple estimates and deadlines simultaneously.
- Strong written and verbal communication skills.
- Advanced proficiency with Microsoft Excel and estimating-related software.
Preferred Qualifications
- Bachelor's degree in Civil Engineering, Construction Management, or a related field preferred; equivalent heavy civil construction experience will be considered.
- Experience with HCSS HeavyBid or comparable heavy civil estimating software strongly preferred.
- Experience with Bluebeam, AGTEK, AutoCAD, Procore, or similar construction technology.
- Experience estimating projects for FDOT, municipalities, airports, seaports, counties, and other public agencies.
- Experience with federally funded and/or large public infrastructure projects.
- Strong knowledge of South Florida construction conditions, subcontractors, suppliers, and the local heavy civil market.
The Person We're Looking For
This is not an entry-level estimating position.
We're looking for an experienced estimator who understands that a successful estimate goes far beyond completing a quantity takeoff.
The right person will be able to look at a set of plans and think through how the project will actually be built — the crews, equipment, production, sequencing, access, excavation conditions, utilities, trucking, risks, and opportunities that ultimately determine whether a project will be successful.
Our ideal Senior Estimator:
- Takes ownership of an estimate from beginning to end.
- Is highly detailed without losing sight of the overall project strategy.
- Challenges assumptions and identifies risk before the project is awarded.
- Understands field operations and real-world production.
- Works collaboratively with Operations and Project Management.
- Builds strong relationships with subcontractors and suppliers.
- Can confidently present and defend an estimate during management bid reviews.
- Understands the balance between being competitive and protecting the company's profitability.
- Is comfortable mentoring and developing less-experienced estimators.
- Wants to be part of a growing heavy civil contractor with a long-term presence in South Florida.
