Position: Safety Program Manager

Location: Loveland, Colorado

Reports to: Safety Director

Full Time Exempt (salary) or nonexempt (hourly) position: Exempt (Salary)

Pay: $110,000.00 - $140,000.00 based on experience and qualifications

Hours: Monday-Friday 7am to 5pm, with overtime and additional days as project requires.


Summary

Centerline Energy Construction is hiring for the position of Safety Program Manager. The Safety Program Manager is responsible for developing, implementing, and managing all safety programs, policies, and procedures to ensure full compliance with federal, state, local, and client-specific safety requirements in the oil and gas sector. This role provides strategic leadership for field safety operations, oversees training, conducts incident investigations, and drives continuous improvement across all active projects including pipeline construction, gas utility work, facility maintenance, and restoration.

Key Responsibilities


Program Development & Compliance

  • Develop, maintain, and update the company’s Safety Management System (SMS), including policies, manuals, and procedures.
  • Ensure compliance with OSHA, DOT/PHMSA, API, local utility operator qualifications (OQ), and industry best practices.
  • Manage all client-required safety programs, portals, and audits (ISNetworld, Veriforce, Avetta, Gold Shovel, etc.).
  • Facilitate regulatory inspections and ensure corrective actions are implemented.

Field Safety Leadership

  • Develop, implement and enforce safety policies and procedures, and regulatory compliance programs (OSHA, API, ISO 9001, etc.)
  • Conduct regular job-site safety inspections, audits, and behavioral observations across crews performing excavation, pipeline installation, gas line tie-ins, hydro-excavation, traffic control, restoration, and related activities.
  • Ensure proper documentation and reporting of safety incidents, near misses, and corrective actions.
  • Coach field personnel on safe practices, use of PPE, and hazard mitigation.
  • Lead Safety meetings, emergency response drills, and HSE training initiatives.
  • Maintain DOT / FMCSA / PHMSA compliance, OSHA and OQ’s (Operator Qualification Training)
  • Assist with project-specific claims management.
  • Coordinate and report all claims involving insurance for workers’ compensation, property, general liability and auto under management direction.
  • Assist HR with coordinating return-to-work plans.
  • Maintain membership and compliance with HSE associations requirements as per industry and client requests.
  • Prepare internal and external reports pertaining to company safety status.
  • Partner with Field Supervisors and Foremen to implement corrective actions and ensure accountability.
  • Create and ensure a positive, professional company image always.
  • Communicate directly with Field Management, Project Managers, and Corporate Management as required.
  • Implement and manage safety incentive program.

Training & Certifications

  • Design and oversee training programs for employees, contractors, and management on safety protocols, operational procedures, and industry standards.
  • Maintain employee certifications such as OSHA 10/30, First Aid/CPR, OQ requirements, and equipment-specific training.
  • Develop and implement competency programs to enhance workforce skills and knowledge.
  • Coordinate training schedules and maintain digital documentation.
  • Evaluate training effectiveness and make improvements based on feedback and industry trends.
  • Proctor Operator Qualifications (OQ) training and testing.

Incident Response & Investigation

  • Lead incident response, reporting, and root-cause investigations for near-misses, injuries, vehicle accidents, equipment damage, and process safety events.
  • Prepare detailed incident reports and track corrective/ preventive actions.
  • Maintain OSHA logs, client-required reporting, and internal dashboards.

Risk Management & Continuos Improvement

  • Conduct job hazard analyses (JHAs), risk assessments, and pre-task plans.
  • Identify trends in incident data and develop targeted mitigation strategies.
  • Lead toolbox meetings, safety stand-downs, and continuous improvement initiatives.
  • Promote a culture of safety, accountability, and open communication.

Documentation & Reporting

  • Maintain accurate digital safety records, reports, and compliance documentation.
  • Prepare monthly KPI reports for leadership: TRIR, EMR, near-miss frequency, audit results, and OQ compliance.

Qualifications

  • Bachelor’s degree in Occupational Health & Safety, or related field (preferred).
  • 5 years of experience in quality, safety, and training management within the oil and gas industry.
  • Strong knowledge of industry regulations (OSHA, API, ISO, EPA, etc.)
  • Certifications in OSHA 30/OSHA 510, ISO 9001 Lead Auditor, or similar are preferred.
  • Experience in conducting audits, inspections, and risk assessments.
  • Strong leadership, communication, and problem-solving skills with both internal and external contacts.
  • Advanced knowledge of safety processes in the Oil and Gas industry, and specifically utility construction.
  • Strong understanding of Natural Gas Pipeline construction processes and expertise in ensuring compliance with regulatory standards, including the guidelines set forth in CFR 192.
  • Competence in conflict and crisis management.
  • Ability to pass pre-employment drug screening and background check.
  • Certified in First Aid and CPR with some preferred medical/nursing background.
  • Possession of a valid driver’s license.

Work Environment

  • Field and office-based role with occasional travel to operational sites as needed.
  • May require working in hazardous environments with exposure to extreme weather conditions.
  • Workers will be required to use appropriate personal protective equipment, which may include respirators, fall protection, safety glasses, hi-vis clothing, hard hat, etc., as conditions, tasks, and requirements warrant
  • Work situations may include being in the presence of “rotating equipment” and energized equipment. As such, workers must be cognizant of ensuring that the equipment is “Locked Out” before working within machine guards or in proximity to energized components
  • Work situations include working on / near live utility lines such as natural gas, water, and electric lines
  • Workers may work on and near heavy excavation equipment, vehicles, and trailers.

Physical Requirements

  • The essential functions of this position consist of spending long periods of time either at a desk or in the physical activities of standing, walking, climbing, lifting, carrying, twisting, kneeling, stooping, bending and crouching as required. This position also involves handling equipment ranging in weight from 1-100 lbs.
  • Capacity to think, concentrate and focus for long periods of time.
  • Capacity to reason and make sound decisions.
