We are seeking a Human Resources Specialist who enjoys building positive workplace culture, supporting employees, and ensuring that organizational practices reflect both compliance and compassion. This position offers the opportunity to oversee the agency's day-to-day human resources functions while serving as a trusted resource to employees and management.
Position SummaryThe Human Resources Specialist is responsible for administering and coordinating all major human resources functions, including recruitment, onboarding, employee relations, payroll administration, benefits coordination, compliance, personnel records, and HR policy implementation.
Working closely with the Executive Director and leadership team, the Human Resources Specialist helps ensure that CHD maintains sound employment practices, complies with California employment laws, and fosters a positive and productive workplace culture.
Essential Duties and ResponsibilitiesTalent Acquisition & Onboarding- Coordinate recruitment activities for exempt and non-exempt positions.
- Prepare and post job announcements and recruitment advertisements.
- Screen applications, conduct preliminary interviews, coordinate interview schedules, and assist with candidate selection.
- Prepare employment offers and coordinate background and reference checks.
- Manage all new-hire paperwork and establish confidential personnel files.
- Coordinate employee orientation and onboarding activities.
- Serve as a confidential resource for employees regarding workplace questions and HR policies.
- Assist supervisors with employee coaching, performance documentation, corrective actions, and conflict resolution.
- Coordinate separation and offboarding processes in accordance with agency policies and applicable employment laws.
- Promote a respectful, inclusive, and positive work environment.
- Coordinate semi-monthly payroll processing with the bookkeeping and administration teams.
- Review employee time records, activity logs, leave balances, and payroll reports for accuracy.
- Coordinate employee enrollments and changes for health insurance and retirement benefits.
- Assist employees with leave requests, workers' compensation claims, and benefit-related questions.
- Process employment verification requests, wage garnishments, and related employment documentation.
- Maintain confidential personnel records and HR documentation.
- Coordinate required employee trainings, including harassment prevention and other mandatory compliance training.
- Assist with annual financial audits by organizing HR and payroll documentation.
- Monitor compliance with federal, state, and local employment laws and regulations.
- Recommend updates to HR policies, procedures, and the Employee Handbook.
- Track workforce trends, including turnover, recruitment, and retention, and provide recommendations for continuous improvement.
- Stay current on California employment laws and advise agency leadership regarding legislative and regulatory changes affecting employment practices.
- Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field preferred.
- Minimum three (3) years of progressively responsible human resources experience, including recruitment, employee relations, payroll coordination, and benefits administration.
- Human services for nonprofit experience strongly preferred.
- Demonstrated ability to maintain strict confidentiality and exercise sound judgment.
- Strong organizational skills with the ability to manage multiple priorities and deadlines.
- Excellent interpersonal, written, and verbal communication skills.
- Strong customer service orientation and commitment to supporting employees.
- Proficiency with Microsoft Office and electronic HR/payroll systems.
- Experience with ADP or comparable payroll software preferred.
- PHR or SHRM-CP certification is desirable.
- Valid California driver's license, reliable transportation, and current automobile insurance.
