Job Title: Clinical Counselor, Part-Time – PINS Diversion

Reports To: PINS Co-Directors

Classification: Part-time

Hours: Monday – Friday 8am – 4:30pm, 14 hours per week, hours may vary depending on needs of the client and as agreed upon

Salary Range: $28 per hour, or $20,400 annually

Job Summary:

The Part-Time Clinical Counselor provides counseling and case management services to individuals and families, while facilitating group work and strengthening community-based supports throughout Herkimer County. The counselor assists clients in addressing concerns such as suicidal ideation, substance abuse and addiction, family and parenting challenges, stress management, self-esteem issues, aging-related concerns, and overall mental and emotional health. The counselor organizes and facilitates group sessions within the PINS Diversion program and supports collaborative efforts with local agencies to ensure comprehensive care.

Requirements:

I. Case Management (50%)

The counselor provides individual, group, and family counseling services, conducts intake and risk assessments, and develops, implements, and monitors individualized treatment plans. This includes providing crisis intervention and safety planning when necessary. The counselor refers clients to appropriate internal and external services such as mental health providers, substance use programs, medical services, and social service agencies, while collaborating closely with county agencies, schools, probation departments, and other community partners to coordinate care. Responsibilities also include supporting family engagement through education and resource navigation, providing transportation to clients when necessary to ensure access to services, and maintaining strict adherence to client confidentiality, professional ethics, and HIPAA regulations. Ongoing evaluation of client progress and adjustment of services to promote positive outcomes are essential components of this role.

II. Group (25%)

The counselor organizes and facilitates PINS Diversion groups and related support sessions. The counselor develops structured curricula focused on life skills, emotional regulation, decision-making, substance abuse prevention, and conflict resolution. Responsibilities include leading psychoeducational and therapeutic groups, fostering a safe and respectful environment, encouraging active participation, monitoring attendance, documenting group progress, and managing group dynamics effectively. Coordination of group scheduling and collaboration with community partners throughout Herkimer County are also key aspects of this responsibility.

III. Meeting (13%)

The counselor attends and contributes to staff meetings, case conferences, and supervision sessions, participates in required trainings and professional development opportunities, and engages in community outreach efforts. Regular communication and collaboration with multidisciplinary teams and community stakeholders are necessary to support coordinated client care and program effectiveness.

IV. Documentation (12%)

The counselor completes comprehensive assessments and biopsychosocial evaluations, develops and updates treatment plans, and writes timely and accurate progress notes. Maintaining organized and up-to-date client records in compliance with agency, county, and state regulations is essential. Documentation must meet funding, audit, and reporting requirements, and data must be accurately entered into electronic record systems (Connection).

Qualifications:

  • Master’s level social worker, mental health counselor, marriage and family therapist or related clinical degree.
  • A commitment to human services as a profession.
  • An understanding of and commitment to helping profession ethics.
  • Is culturally competent.
  • Ability to work independently.
  • Current & valid NYS drivers’ license.
  • Demonstrated ability in public speaking and program delivery.
  • Current and valid NYS driver’s license.

Work Environment

  • Normal room temperature
  • Relatively normal noise level (inside & outside).

Physical Demands

  • Ability to sit and type at a computer screen for long periods of time.
  • Ability to bend and stand for 10-20 minutes at a time.
  • Ability to lift and move up to 20 pounds at a time.
