Position Description

Anne Arundel County Government is looking to fill a Full-Time, Permanent, Recreation and Parks Project Manager position in the Department of Recreation and Parks.

This is responsible professional work in public project management and development.

NATURE AND VARIETY OF WORK

Under general supervision, facilitates, coordinates, and expedites the development, design, review, approval, and construction of the Department of Recreation and Parks' capital projects. Work includes acting as a supervisor on assigned projects and coordinating the work of contractors and consultants.

Examples Of Duties And Knowledge, Skills And Abilities

  • Facilitates, coordinates, and expedites the development, design, review, approval, and construction of capital improvement projects such as parks, playgrounds, athletic fields, recreation centers, and nature centers.
  • Reviews and prepares concept plans, design plans, construction plans, and various other plans, drawings, and proposals to ensure compliance with departmental standards and objectives.
  • Prepares comments and assessments regarding plans and project proposals.
  • Confers with agency staff, engineers, and consultants to research and resolve project design issues.
  • Recommends changes to plans and projects. Facilitates the approval of plans. Prepares, reviews, and expedites contracts and related documents. Verifies invoices and authorizes payments to contractors and consultants.
  • Serves as the department’s liaison with consultant engineers, architects, community groups, contractors, and others. Represents the department at meetings with County agencies, outside agencies, consultants, and contractors. Conducts and attends public meetings.
  • Manages project schedules and resolves delays and disputes. Coordinates, oversees, and reviews the work of construction contractors. Performs field inspections of sites.
  • Resolves issues that arise during construction. Recommends project budgets. Assists in overseeing budgets and resolving budgetary issues.
  • Prepares documents and reports. Keeps agency management informed of projects’ status.
  • Researches and compiles data to assist in the preparation of the agency’s capital budget.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of the principles and practices of recreation and parks planning, design, and construction, facilities management, engineering, landscape architecture, and development and construction management.
  • Knowledge of modern office practices and the principles and practices of project management.
  • Ability to facilitate, coordinate, and expedite the design, review, approval, and construction of recreation and parks capital projects.
  • Ability to read, review, and comment upon plans, drawings, and proposals.
  • Ability to prepare and review contract documents. Ability to represent the department in meetings.
  • Ability to manage project schedules and budgets. Ability to review the work of construction contractors and ensure projects’ compliance with departmental standards and objectives.
  • Ability to establish and maintain effective working relationships with co-workers, consultants, contractors, and the public.
  • Ability to establish and maintain effective working relationships with county officials, employees, and the public.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to deal tactfully, effectively, and equitably with people.

Minimum Qualifications

EDUCATION: Graduation from an accredited four-year college or university with a bachelor’s degree

EXPERIENCE: Four (4) or more years of experience in Recreation and Parks planning or facilities management, engineering, development management, landscape architecture, construction management, or a closely related field; and a valid non-commercial Class C motor vehicle operator’s license.

NOTE: Graduation from an accredited four-year college or university with a bachelor’s degree may be substituted on a year-for-year basis with up to an additional four (4) years of experience for a total of eight (8) years of work experience in Recreation and Parks planning or facilities management, engineering, development management, landscape architecture, construction management, or a closely related field and a valid non-commercial Class C motor vehicle operator’s license.

NOTE: Accredited University or College is the recognition from an accrediting agency that an institution maintains a certain level of educational standards. The U.S. Department of Education maintains a database of accrediting agencies it recognizes for schools within the United States.

For a University or College outside the United States, the applicant must provide documentation of accreditation and educational equivalency, which can be accomplished through a credential evaluation service. Applicants with a foreign degree must provide this documentation upon the close of the announcement.
