This posting will be used to fill a full-time, permanent Safety Sensitive position in the Bureau of Utility Operations.
This is highly responsible technical, administrative and supervisory work providing administrative-level technical support dedicated to coordinating, tracking progress, and reviewing developer-related water and sewer utility submissions and projects to the Department of Public Works Utility Operations from the Departments of Inspection and Permits (I&P) and Office of Planning and Zoning (OPZ).
The Program Manager will act as a central point for Inspections & Permits (I&P), Office of Planning and Zoning (OPZ), developers and customers, ensuring effective coordination between DPW Utility Operations and the various involved groups. This position will review requests, coordinate with affected teams, monitor and consolidate responses, track and keep records, and provide timely responses.
The Program Manager will streamline the review process, improving consistency, communication and efficiency. Coordination within DPW Utility Operations includes various divisions such as Divisions of Water Operations, Wastewater Operations, Technical Support, Infrastructure, and Central Maintenance, Bureau of Engineering and Utility Planning in the Department of Public Works.

Work is performed with considerable administrative and technical latitude within established policies and procedures and is evaluated through conferences and review of recommendations for the quality of results achieved.

- Plans, coordinates, administers, and manages technical programs and activities for developer related projects and interactions with Inspections & Permits and Office of Planning & Zoning for the County's water/wastewater operations.
- Facilities Developer installation and upgrade/retrofit project execution by reviewing and commenting through all phases such as planning, design, construction, inspection, allocation, shop drawing, and start up phases. Coordinates necessary operational modifications with construction activities and monitoring of new water and wastewater facility/infrastructure construction for conformance to County Standards.
- Administers, monitors and coordinates developer funded water and wastewater facility/infrastructure projects are on schedule and meet the Department’s Standard and Specifications for Construction.
- Provides technical assistance, coordinates, and supports staff as necessary in the review and oversight of developer submissions and projects. Ensures the timely responses are provided with detail recommendations, design and/or plans to support Water and Wastewater facilities and infrastructure and consistent with the County’s Design Manual, Specifications and Details
- Coordinates with partnering Departments for relaying improvements in County design and construction standards for the Bureau’s Water and Wastewater facilities and infrastructure with DPW Bureau of Engineering.
- Manages, plans, and administers the daily operation of the Bureau's Construction Inspection Division which is responsible for the inspection of grinder pumps, mayo septic tanks, low pressure sewer installations, developer sewer pumping stations, water booster pumping stations, water tanks, and associated infrastructure expansions, as well as patch paving, concrete repair, and in-fill lot house connections contracted work.
- Develops standards, policies, procedures, and priorities; Performs personnel management activities; supervises professional and technical staff; and, manages and coordinates employee training.Performs related work as required.
- Extensive knowledge of developer submissions such as sewer studies, utility capacities, utility lateral connections, requests for waivers or modifications to the Design Manual and County Standards, and Public Works Agreements
- Extensive knowledge of the developments process through Inspections and Permits and Office of Planning and Zoning as it relates to the review and approvals required by the Department of Public Works for water and sewer infrastructure.
- Thorough knowledge of Federal, state, and local laws, codes, and regulations that govern water and wastewater distribution, treatment, and collection system.
- Thorough knowledge of occupational health and safety standards practices of utility system safety and security.Ability to plan, coordinate and direct assigned staff in work activities for utility system infrastructure of water distribution/wastewater collection.Ability to read, analyze and interpret design reports, plans, specifications, scientific and technical instructions in mathematical or diagram form.
