Position Summary
The Construction Quality Assurance Coordinator is responsible for overseeing and executing all site-level Quality Assurance and Quality Control (QA/QC) activities during the construction phase of Oil & Gas facilities, pipelines, and associated infrastructure. This role requires an active AWS CWI QC-1 Certification and extensive experience applying quality processes, standards, and verification methods in the field. The Coordinator provides direct oversight, guidance, and evaluation of contractor QA/QC personnel to ensure full compliance with project specifications, regulatory requirements, and industry best practices.
The ideal candidate demonstrates strong leadership, technical expertise, and the ability to build collaborative working relationships across construction, contractor, and project quality teams.
Key Responsibilities
Quality Oversight & Compliance
- Administer and enforce all project and site-specific Quality Assurance requirements to ensure full contractor compliance with approved specifications, drawings, codes, and standards during the construction phase.
- Monitor, evaluate, and verify the effectiveness of contractor QA/QC programs through structured field surveillance, documentation reviews, and process audits.
- Ensure contractors consistently follow approved Inspection & Test Plans (ITPs), procedures, and construction quality processes.
QA/QC Planning & Implementation
- Assist in the development, refinement, and continuous improvement of QA/QC procedures, processes, and quality control protocols.
- Promote the correct application of quality practices through training, guidance, and coaching of contractor QA/QC personnel.
- Participate in contractor kick-off meetings to communicate quality requirements, expectations, and inspection strategies.
Inspection, Verification & Technical Surveillance
- Conduct routine construction surveillance to verify adherence to codes, standards, project specifications, and Safe Work processes.
- Participate in ITP-defined witness and hold point inspections for welding, piping, structural, mechanical, and pipeline activities.
- Review hydrotest packages and perform pre-hydrotest walkdowns to ensure system readiness.
- Witness hydrotests and participate in reinstatement walkdowns following testing activities.
- Review and interpret NDE and PMI reports—including RT, UT, MT, PT, and other specialized testing—to ensure compliance with acceptance criteria.
- Ensure pipeline installation meets SPC-PT-WL-80011 requirements for Above-Grade Piping / Well Line Construction.
Deficiency Control & Corrective Action Management
- Identify, report, and track all Deficient Conditions including Deficiency Reports (DRs), Non-Conformance Reports (NCRs), and Corrective Action Reports (CARs).
- Follow through on corrective and preventive actions, verifying closure, effective disposition, and long-term resolution of quality issues.
- Coordinate with construction teams to ensure timely execution of inspections, rework, and compliance-related activities.
Turnover & Documentation
- Review contractor Inspection Quality Records (IQRs) and turnover documentation to ensure accuracy, completeness, and compliance with turnover package requirements.
- Participate in document reviews, quality records verification, and final turnover sign-offs on behalf of the company.
Required Qualifications
- Active AWS CWI QC-1 Certification (Mandatory)
- Minimum of 7 years of progressive field-based QA/QC experience in Oil & Gas construction, with at least 3 years in a role involving direct oversight and auditing of construction contractors.
- Demonstrated expertise in construction QA/QC within the Oil & Gas industry—preferably pipeline, mechanical, or facility construction.
- Strong knowledge of welding standards, piping codes, NDE techniques, hydrotesting, ITP processes, and construction quality documentation.
- Proven ability to enforce quality standards while maintaining strong professional relationships with contractors and field teams.
- Familiarity with managing NCRs, CARs, and deficiency control mechanisms.
- Ability to interpret engineering drawings, specifications, procedures, inspection/testing requirements, and regulatory compliance expectations.
