Construction Estimator | Cost Analyst

CEIS | Clover Leaf Solutions is seeking a detail-oriented Construction Estimator/Cost Analyst to support projects at a DOE facility. This role will prepare and evaluate independent government estimates, analyze contractor proposals, and serve as a subject matter expert (SME) on cost and pricing for construction and facilities projects. Candidates should have a strong background in DOE or similar federal environments, with a focus on quality cost evaluation, market conditions analysis, and client communication.

Key Responsibilities

• Develop and analyze Independent Government Estimates (IGEs) at various design maturity levels
• Review A/E and contractor estimates for compliance with DOE and SNL guidelines
• Conduct quantitative/qualitative cost analyses against market benchmarks and internal trends
• Provide performance feedback to AE and contractor estimators
• Track estimating trends and advise SNL leadership on cost risks and opportunities
• Prepare clear, concise status reports and deliver presentations to stakeholders
• Serve as SME for construction cost, estimating issues, and risk forecasting
  
  

Basic Qualifications

• Bachelors in Engineering or related field and 5 years estimating experience (10 years accepted in lieu of degree)
• U.S. citizenship and ability to obtain a DOE security clearance
• Knowledge of facility design, construction, contracting, and earned value techniques
• Familiarity with construction estimating software and standard estimating practices
• Excellent written and verbal communication skills across technical and management domains
• Understanding of Building Codes and OSHA/safety standards

• Professional Estimating Certification (e.g., AACEI, ASPE)
