SUMMARY
Through a lens of health equity, the Manager of Clinical Operations oversees all operational aspects of the medical and behavioral clinics. This includes working closely with the Director of Provider Services and the Medical Assistant Supervisor in developing and maintaining efficient clinical operations, ensuring patient-centered care, meeting regulatory requirements, ensuring that quality, financial and productivity goals are met, and communicating with providers, staff, and students. The Manager of Clinical Operations is responsible for QI/QA as well as leads process improvement and integration -- participate on/lead committees, develop reports, organizes, leads and ensures on-going communication via daily huddles and other venues, implement changes to achieve improvements using PDSA, Project Steps or other.
PRIMARY ACCOUNTABILITIES
• Leading and ensuring that strategic initiatives are implemented successfully across the clinic.
• Ensuring that systems are in place to support the highest quality care, positive patient experience and access to all services.

• Building staff capacity to deliver exceptional patient care and promote community health and wellness.
PRIMARY TASKS & DUTIES
• Work with the Director of Provider Services and the Medical Assistant Supervisor to ensure that the clinics meet their financial, productivity, and quality goals (number of visits/years, revenue/visit, procedures/visit, visits/provider).
• In collaboration with Human Resources, hire, onboard, train, supervise, and manage non-clinical personnel. Provide performance coaching and conduct annual performance evaluations.
• Develop/update training protocols, policies, and procedures.
• In partnership with the Director of Provider Services, lead Clinical Operations meetings. • Work with Director of Patient Experience to ensure efficient and patient-centered workflows and manage staff absences.
• Build a culture of teamwork and cooperation.
• Collaborate with other leaders to work on special projects, and systemic problem solving.
• Work with Medical Assistant Supervisor to maintain inventory control system for supply ordering and tracking.
• Ensure that staff effectively utilizes the electronic health records software, including ensuring proper training.
• Work with Facilities Manager to ensure all medical equipment is inventoried and properly maintained.
• Ensure that the clinical areas are properly maintained.
• Serve on the Safety Team.
• Ensure that staff members receive regular training as per their needs and clinic requirements.
• Ensure that the clinic complies with OSHA standards.
• Oversee the Infection Control program to ensure staff compliance with relevant policies and procedures with a special emphasis on staff training, data collection, maintenance of logs and the documentation process.
• Works with Facilities manager to direct the disposal, documentation, and licensure of hazardous wastes.
• Guide teams to ensure compliance with MN radiation safety standards.
• Ensure readiness for regulatory visits or surveys.
• Participate in/lead process improvement and integration -- participate on/lead committees, develop reports, organizes, leads, and ensures on-going communication via daily huddles and other venues, implement changes to achieve improvements using PDSA or other.
• Participates in submission of FTCA.
• Educates staff about QI/QA tools and processes, including PDSA model.
• In coordination with medical and clinical leadership, identifies areas for improvement and develops/implements QI/QA initiatives related to organizational strategic goals.
• Manages projects related to QI/QA initiatives and activities.
• Ensure QI/QA assessments are conducted.
• Monitors QI/QA outcomes and updates QI/QA operating procedures.
• Submits data reports to UDS/MNCM and other organizations as required in timely fashion.
• Keeps abreast of industry standards.
POSITION REQUIREMENTS
Education/Experience
• Nursing, allied or public health degree desirable.
• At least 3 years in an ambulatory setting, preferably in community health
• At least 2 years management experience
• General Management Skills
• Strong project management, analytical aptitude, and problem-solving skills.
• High level verbal and written communication skills.
• Superior supervisory skills to include hiring, coaching, conflict, and performance management.
• Good time management and organizational skills.
• Excellent leadership and team-building skills and ability to lead and influence change.
• Excellent customer service knowledge and skills.
• Proven track record in process improvement.

• Culturally aware / competent.
• High level supervision skills.
• Proficient in Microsoft Office Programs and electronic health records (OCHIN/EPIC is used in the clinic).
• Advanced training in administration and leadership preferred.
PREFERRED QUALIFICATIONS
• Experience in an FQHC (Federally Qualified Health Center) or another community-based clinic.
• Advanced degree or training in administration/leadership.

WORK ENVIRONMENT
PCCS is a very busy healthcare facility providing services to a primarily low-income, immigrant patient base. The building is air-conditioned and handicapped accessible. The position has a shared workspace with clinic staff and providers. Working hours are generally within normal business hours, with occasional evening and weekend hours.
