Position Overview

Reporting to the VP, Government Affairs, the Deputy Director, Government Affairs will assume a leadership role in the CEBA Government Affairs team. The team holds primary responsibility to inform and influence public policy by building advocacy strategies to further the organization’s goals. This role will parse CEBA’s major policy objectives into pragmatic legislative and regulatory initiatives that have a reasonable chance of success, while building CEBA’s political brand and sowing seeds for future, longer-term legislative and regulatory wins.

To leverage the voice of our 300 members, whose combined market capitalization exceeds $30T, requires world class stakeholder management. The Government Affairs team needs to manage and leverage relationships with our corporate member’s Government Affairs teams, members of Congress and their staff, elected and political appointees and their staff, a significant coalition of NGO and policy think tanks, and our own consultants and lobbyists.

The position is primarily on-site in our Washington, D.C. office but offers flexibility allowing for regular remote work.

Core Responsibilities

  • Spearhead development and execution of federal advocacy strategies to advance CEBA’s policy priorities through lobbying, education, intelligence gathering, analysis, and campaign management.
  • Build, steward, and leverage relationships with federal elected and appointed officials, staff, corporate members, philanthropic donors, and external partners to support CEBA’s objectives.
  • Leverage an active and growing Political Action Committee.
  • Help set Government Affairs team goals, priorities, and strategies, including adapting quickly in response to changing political conditions.
  • Represent CEBA in policy, political, and fundraising settings and work with the Policy team to ensure legislative objectives are politically realistic.
  • Manage and mentor direct reports, providing strategic direction, coaching, and resourcing for team members to ensure high-quality work products and successful execution of advocacy strategies.
  • Prepare regular internal, external, and member-facing communications on political developments, policy status, and clear strategic and tactical next steps.
  • Perform other related duties as assigned.

Required Qualifications

  • Minimum 7 years of relevant work experience, including substantial advocacy experience derived from private-sector work, or relevant experience working for a Committee or senior and active Member of Congress.
  • A significant and mature political network on both sides of the aisle in both the House and Senate at a member, senior staff, and committee staff level for committees of jurisdiction such as E&C, T&I, HW&M, SFC, E&NR, EPW or HNR.
  • A solid and broad understanding of legislative process, behaviors and norms of both chambers and their interaction with the Administration and agencies.
  • An ability to be a federally registered lobbyist, and an understanding of federal gift rules and lobbying compliance.
  • Superb and demonstrable communications skills.
  • Ability to travel up to 30%

Preferred Qualifications

  • Experience managing a Political Action Committee or political giving.
  • Experience in 501C4 giving or deploying SuperPAC funds.
  • Experience managing philanthropic donors and attracting additional funding.
  • Experience in a trade or business association.
  • A professional and personal commitment to CEBA’s vision and core values of respect, integrity, service, and excellence (RISE).
  • Ability to work in a fast-paced environment balancing structure, process and urgency.
  • A calm approach to managing multiple tasks and ability to independently prioritize the work of others.
  • The ability to think strategically while operating tactically.

Supervisory Responsibilities

This role will have direct management of CEBA’s Government Affairs Managers.

Compensation And Benefits

The expected base salary for this role ranges from $150,000 to $200,000, depending on experience and qualifications. All CEBA employees are eligible to participate in the annual bonus incentive plan, which is based on both organizational and individual performance, up to 20% for this role.
