Job Summary
The Senior Procurement Specialists will serve as strategic advisors and service providers responsible for the comprehensive procurement of works, goods, services, and consulting services for our clients distributed globally. This position demands expertise in end-to-end procurement processes, including strategic sourcing, supplier management, contract negotiation, and cost control initiatives, and contract management. The role requires managing complex procurement initiatives with varying annual spending with values ranging in millions of dollars.
Responsibilities
- Provide expert advisory services on procurement policies, processes, and procedures to facilitate organization-wide procurement of works, goods, services, and information technology services.
- Develop and implement procurement strategies and processes to optimize efficiency and reduce total cost of acquisition through effective negotiations, value analysis, and process improvements.
- Plan and lead major procurement initiatives by undertaking needs analysis, specification development, evaluation processes, and determining appropriate approvals to ensure compliance with government and organizational policy requirements.
- Negotiate contracts, pricing, and commercial terms with suppliers to secure advantageous agreements that deliver optimal value when all factors are considered.
- Perform country, sector, and project-level procurement risk assessments and develop risk mitigation plans, including policy and regulatory recommendations, to address identified risks.
- Manage end-to-end procurement processes from requisition to delivery, ensuring compliance with organizational policies, legal requirements, and international regulations.
- Provide technical guidance and expertise to program area staff and senior management on complex procurement matters across diverse categories.
- Establish and maintain strong supplier and internal customer relationships that foster an environment of collaboration and trust across international boundaries.
Required Qualifications and Experience
- Candidates must possess a Bachelor's Degree in Business Administration, Supply Chain Management, Finance, Engineering, or a related discipline.
- Professional certification with CPSM, CPPO, CPP, CIPP, CPPM or equivalent
- A minimum of five years of professional experience in procurement is required, with at least three years in management or supervisory capacity.
- Candidates must demonstrate specialized knowledge of procurement policies, directives, and best practices, with experience interpreting and applying procurement methods and procedures to direct clients toward appropriate procurement strategies.
- Expertise in Federal Acquisition Regulations, supply chain processes, and international development agencies (like MCC, World Bank, AfDB, EU, ADB, IADB, etc) procurement processes.
- The ideal candidates will possess strong analytical skills to analyze market trends, supplier performance, and cost structures to identify opportunities for improvement and risk mitigation.
- Demonstrated proficiency in procurement software systems, including SAP, PRISM, and other enterprise procurement tools, is required.
- Excellent communication skills are essential for interacting effectively with diverse stakeholders across different cultures and nationalities .
- The position requires the ability to manage personal workload autonomously while coordinating and prioritizing multiple procurement activities and maintaining a high level of customer service.
The positions requires full global mobility with the ability and willingness to accept international assignments across various regions and countries. Candidates must be available to work in multiple parts of the world, potentially including assignments in Asia-Pacific, Europe, North America, Latin America, Africa, and the Middle East.
Pay: $64,600.57 - $77,798.54 per year
