What are the responsibilities and job description for the Budget Manager position at cc5?
The Budget Manager will assist faculty in the preparation of grant proposals, to include preparation and/or review of budgets. She/he will review proposal budgets for agreement with the University's guidelines on such items as indirect cost rates, cost sharing, and allowable costs, as well as fiscal compliance with the regulations of the state of North Carolina, various funding agencies, and accounting principles detailed in Federal OMB Circulars A-21 and A-110. The Budget Manager will direct and supervise one full-time Budget Analyst.
Primary Duties
* Review proposal budgets for agreement with the University's sponsored funding guidelines pertaining to indirect rates, cost sharing, and allowable costs as well as conformance to the policies, regulations and procedures of sponsors.
* Work closely with university faculty and administrators to assist development/preparation of proposal budgets prior to proposal submission and after award
* Participate in project 'start-up' meetings with the offices of Sponsored Programs and Contracts & Grants as required
* Review budget modifications
* Consult with faculty investigators to ensure that budget adjustments are made in accordance with program and university guidelines
* Determine whether sponsor approval is required for budget modifications and work with principal investigators and the Sponsored Programs office to facilitate the process
* Counsel principal investigators as required and communicate with the Contracts and Grants Office
* Prepare and facilitate training workshops for DORED staff, NC A&T faculty and grant administrators
* Create and distribute special reports, studies, summaries and analyses as needed
* Supervise and coordinate the activities of the Budget Analyst
