Catholic Charities of Los Angeles, Inc. is one of the largest human services providers in California. The agency operates a variety of programs to serve the poor and strives to find permanent solutions to crisis situations by offering clients the tools and resources needed to achieve greater self-reliance and stability in their lives. Catholic Charities operates 18 community centers and 10 homeless shelters and also serves the poor with multi-faceted programs, including: after-school child care; immigration, refugee, youth employment and psychological services; homework assistance and tutoring; English as a Second Language (ESL) and General Education diploma (GED) classes for adults; and services for homebound seniors and pregnant and parenting youth. In this way, Catholic Charities maintains a continuum of care for clients as they move from vulnerability to self-sufficiency.The Program Director II directs Archdiocesan Youth Employment (AYE) programs and staff. Oversees all aspects of the AYE operations including program development, financial management, resource development, strategic planning, quality improvement, service delivery, personnel development and stakeholder management. Directs and supervises assigned program managers and AYE administrative staff. Responsible for the implementation of fiscal, operational and human resources policies. Maintains liaison with key governmental, agency and community leaders.Responsibilities:Plans, organizes, and conducts approved programs in accordance with official directives and appliable contract provisions and government regulations.Oversees the preparation of program proposals, budgets, and directives.Establish, maintain and cultivate relationships with donors, foundations public agencies and other stakeholders.Review fiscal performance of all program contracts and services, adheres to agency fiscal requirements and makes changes required to assure program budgets do not end a fiscal year with a deficit.Provides training to program managers in their areas of responsibility.Negotiates with responsible officials regarding contracts, budgets, and other matters relating to the operation of the programs.Provides routine supervision to program staff responsible for implementation of programs and maintenance of program records in accordance with approved standards and practices.Advises in recruitment, selection, retention, and training of program staff. Evaluates operational staff.Provides leadership to the organization focused on AYE’s future success.Consults with Advisory Board and other stakeholders regarding strategic initiative, development, finances, program services, quality standards and related policiesDevelops program procedures to ensure contractual and legal compliance as well as establishing program performance standards.Coordinates the development of employer involvement, including development of an Advisory Board to assist in the design and implementation of programs.Reviews and approves employer training site agreements, client applications, and conducts presentations before employers and elected officials regarding program issues.Reviews curriculum for client pre-employment training conducted by program staff, including the review of individual client personal and employability plans, and grievances.Promotes continuous quality improvement and service delivery aligned with Agency policy and contract requirements.Performs related duties as required. Qualifications:Master’s degree in public or business administration, or a related field, with a minimum of five to seven years of related experience with three years' experience in management.A minimum of 5 years designing/managing/directing successful workforce development programs or similar client services programs serving vulnerable populationsPassionate about services to vulnerable youth and adults.Ability to demonstrate integrity, passion and strength in all aspects of work.Non-Profit Experience highly desirable.Knowledge of administrative/program management principles and best practices.Excellent organizational and management skills, including public speaking and oral/written communication skills.Able to maintain composure and perseverance under pressure.Current knowledge of local resources and government agencies.Experienced in conducting staff development/training and performance evaluation.Able to lead the organization in strategic planning efforts and implementation of short and long term plans.Handle public contact and relations effectively.Display sensitivity, tact and responsiveness in various situations and needs.Experience developing and maintaining effective working relationships with all levels of staff.Able to use independent judgment and initiative.Maintain high level of confidentiality. Ability/willingness to learn and follow Catholic Charities policies, procedures and regulations.
