Our Refugee Foster Care program provides a unique supportive environment for both the foster family and the unaccompanied refugee minors.  Although the goal is to reunite children with their biological families, unfortunately refugee minors generally need long-term foster care since reunification with family members is rarely possible.  


JOB SUMMARY: The Counselor provides mental health services to youth in the Unaccompanied Refugee Minors (URM) program. This includes individual, group, and family therapy as needed. The position is open to fully licensed clinicians or associate-level clinicians who are actively working toward licensure and require supervision, which will be provided through an approved clinical supervisor. Position may require  afternoon and evening hours.

 

ESSENTIAL DUTIES:

  1. Provides a broad range of counseling services including intake, assessment, development and implementation of treatment plans for Unaccompanied Refugee Minor program participants.  Ensures services are clinically appropriate, providing services that are outpatient or home based.
  2. Develops a comprehensive safety plan for each youth in care; revises plan minimally annually, but will review and revise plan in the event of a significant incident, emergency, or change with youth
  3. Provides workshops, seminars and/or psycho-educational group sessions on a particular subject to assist URM youth and young adults in their adjustment to society and to enable them to function more adequately in their everyday living.
  4. Provides weekly family therapy sessions to newly placed URM foster youth and their foster families for the first three months of placement (including placement transfers) to facilitate adjustment to new foster home and new host community.
  5. Provides bi-weekly therapy sessions to youth moving into semi-independent living for the first three months of placement to facilitate adjustment.
  6. Assists in conflict resolution efforts when foster youth and foster family report ongoing issues within the foster home; provides recommendations to URM Program Manager regarding interventions to facilitate foster placement preservation.
  7. Develops and provides ongoing training and education to Refugee Programs staff on relevant topics such as: Trauma Informed Care, De-Escalation Techniques, Crisis Intervention, Cultural Diversity within a Behavioral Health Context, etc.
  8. Participates in multidisciplinary team meetings; contributes to the development of Individual Service Plans (ISPs) and provides clinical input as needed.
  9. Coordinates clinical/psychiatric care with appropriate internal and external agency personnel including URM Case Manager, Special Medical Coordinator, Program Manager, primary care physician, referral sources, etc. consults with referral sources to gather information to assist in client referral and expectations. Works with supervisors (or other credentialed professional) in consultation to ensure appropriate diagnosis and treatment is given to each client.
  10. May perform duties such as the collection of fees, scheduling of appointments as needed to ensure smooth operation of department.
  11. Opens, compiles and maintains complete and accurate case records according to best practices, agency and professional standards.
  12. Attends regular supervision (if associate-level) and participates in ongoing training and professional development.
  13. Maintains accurate records of all client contacts, including monthly statistical reports, units of service and other data or reports requested or required.
  14. Maintains strict confidentiality at all times regarding client information so as not to violate professional codes of ethics.
  15. Manages caseload to meet agency productivity requirements. Follows up with new/continuing clients regarding missed appointments. 
  16. Keeps informed of new, innovative ideas to facilitate program development, assumes responsibility for professional growth.
  17. Promote ongoing commitment to excellence and continual quality improvement to ensure the highest quality of services to our staff and clients. 
  18. Performs other duties as assigned.

 

JOB REQUIREMENTS:

  1. Education /Background: Master’s degree in Social Work, Counseling or related field from accredited university. Minimum 2 years post Master’s outpatient counseling and behavioral health experience preferred. Bilingual in Spanish preferred. Master of Social Work preferred. Individuals with Associate License (LMSW, LAC) or professional License (LCSW, LPC ) preferred. Individuals who are able and willing to obtain licensure from Arizona Board of Behavioral Health Examiners (AZBBHE) after submittal of application and successfully passing the examinations preferred.
  2. Job Knowledge: Must have knowledge of ethical practice, clinical assessment, DSM diagnosis, co- occurring disorders, treatment planning, strength-based assessments, solution focused treatment modalities, unaccompanied minors and teens in foster care, trauma informed approaches to treatment, quality management systems and case record documentation. Must have knowledge of the tenets of cultural competence, family systems, human development, human delivery theories and methods, legal requirements concerning physical and sexual abuse, crisis intervention methods and community resources and referral procedures. Must be sensitive to cultural differences within the agency and community. Fluent in Microsoft Office Applications (Word & Outlook).
  3. Working Conditions/Physical Demands: Must be able to work in a fast paced environment with moderate interruptions. Must be able to stoop, bend, squat, and ambulate over uneven floor surfaces including stairs and steps. Primarily office work, travel within area on a frequent basis, travel to other areas of state as needed. Evening and weekend hours required as needed. Must be able to visually and auditory assess and interact with clients to ensure their safety and wellbeing. May lift up to 25 pounds. 
  4. Other requirements:
      1. Valid AZ driver’s license, reliable transportation and ability to show proof of registration/insurance.
      2. Level One Fingerprint clearance or ability to obtain fingerprint clearance; must maintain clearance.
      3. Must possess Arizona State Board of Behavioral Health license at a master’s degree level OR obtain associate level licensure within one year from date of hire.
      4. Must have or complete within 90 days of hire, training in CPR and First Aid and remain current in the certification.
      5. You must be 21 years of age or older to drive on behalf of Catholic Charities.


Position starts at $28.52/hr. and may increase depending on compensable factors.
