POSITION SUMMARY

The CSO/PM is a dual role for CCTI. The CSO role is responsible for all security related functions for both the Capital Region and the Colorado Springs locations. The Program Manager responsibilities are related to the Capital Region location and includes management of the employees located on that campus.

Corporate Security Officer: The CSO is a proven leader responsible for developing the overall security strategy, policies and standards to ensure the physical safety of all visitors, employees and customers to the organization’s facilities and the security of property and assets. Establishes auditing and inspection protocols to assess, identify and mitigate any security vulnerabilities or gaps. Plans and prepares for crisis response, disaster recovery evacuation, workplace violence, and other emergency events. Assesses systems, alarms, and other physical security measures for effectiveness. Additionally, designs and delivers company education programs on security policies and topics to ensure staff is adequately informed and equipped to manage potential security issues. Participates in local, state, provincial or federal working or advisory groups to keep abreast with all security related information, directives, and events. The CSO/CSSO will provide security expertise, guidance and advice to management and staff as well as be a key member of the management team. This position will work closely with leadership to facilitate the process of classified space buildouts, FCL’s, security clearances, as assigned at all our launch locations.

Program Manager: The PM is responsible utilizing innovative strategies and project management practices to ensure CCTI Customers and Partners successfully achieve the goals and objectives of their operational mission(s). The PM is assigned to one or more Customers and Partners and exercises business administration and project management practices for assigned partnership(s) and agreements to include cost, schedule, and technical components. The PM is responsible for cultivating and personalizing a channel for assigned Customer(s) and Partner(s) to leverage the extensive Defense Innovation ecosystem at CCTI, including positioning and supporting the expansion of CCTI services. The PM guides Customer and Partner experience through ongoing communication and coordination of the matrixed operations provided as needed by CCTI.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Corporate Security Officer:

The CSO must have knowledge of DISS, NISS, STEPP, Central Office of Record, Classification Management, and Insider Threat Program Requirements.

· Maintain compliance with all DoD and IC security-related policies and procedures.

· Interpret, implement, and ensure compliance with DoD NISPOM 32 CFR Part 117 and 5220.22-M NISPOM, Intelligence Community Directives (ICDs), and related Industrial Security Guidance Manuals or Special Program Security directives.

· Work with Program Execution and Business Development and Business Development teams as needed.

· Review government and commercial proposals for security requirements.

· Develop and update Standard Practice and Procedures, Security Processes, Emergency Action Plans, and general guidance for collateral classified, Controlled Unclassified Information (CUI), and proprietary materials.

· Track classified contract and classified sub-contract activities, ensuring compliance with DD254s.

· Develop and manage a self-inspection program to meet DCSA requirements.

· Develop and implement a comprehensive security education program to ensure personnel are trained on all required security topics.

· Manage CCTIs NCR facility badging system and oversee facility access processes and procedures.

· Manage Intrusion Detection system protecting secure areas.

· Oversee, process personnel security clearance program; process personnel for new access and periodic reinvestigations, manage DISS.

· Manage FCL documents, SF-328, DD-441, KMP, change conditions, DD254s in NISS.

· Prepare and maintain incoming visitor data and access lists for large meetings to include granting visitors access to classified materials.

· Oversee classified storage, inventories, safe access, document control, marking requirements, end-of-day procedures, and couriering as required.

· Oversee all classified area buildouts.

· Assist the Information System Security Officer (ISSO) to oversee classified IS program; asset accountability, DCSA accreditation, and operation of assets; work with end users to ensure that assets are being used properly and in accordance with all government directives and regulations.

· Investigate security incidents, oversee corrective actions, and prepare reports for internal and external coordination addressing investigation results, culpability, impact assessment and future mitigation as applicable.

· Develop and Implement Foreign Travel/Foreign contact reporting per SEAD 3.

· Report all Foreign Travel in DISS per DCSA.

· Develop and implement Whistleblower reporting and procedures.

· Develop and maintain a library of security policies and procedures.

· Maintain a relationship with government customers.

· Develop and implement Active Shooter procedures for all campuses/branches.

· Occasional travel will be required.

Program Manager:

· Primary POC for specific CCTI customer(s) and partner(s).

· Project Management.

· Take actions to ensure customers fully understand the status of their budget and what products and services are provided for that budget.

· Take actions to ensure the status of customer schedules, upcoming milestones, and actions required to take and coordinate with CCTI and ecosystem to ensure schedule success.

· Take actions to ensure a basic understanding of the customer’s technical scope and vision and ensure CCTI support is offered/provided in achieving that scope and vision.

· Resolve product or service problems by clarifying the customer's complaint; determining the cause of the problem; selecting and explaining the best solution to solve the problem; expediting correction or adjustment; following up to ensure resolution.

· Recommend potential additional products and services that CCTI can offer by collecting customer information and analyzing customer needs.

· Identify and assess customers' needs to achieve satisfaction.

· Build sustainable relationships of trust through open and interactive communication.

· Provide accurate, valid, and complete information by using the company-approved methods/tools.

· Keep records of customer interactions, process customer accounts and file documents.

· Follow communication procedures, guidelines and policies.

· Go the extra mile to engage customers.

· Resolve customer complaints via phone, email, mail or social media.

· Greet customers warmly and resolve any concerns.

· Act as the company gatekeeper.

· Work with matrixed Operations organization.

QUALIFICATIONS

EDUCATION:

· Bachelor’s Degree in related field. Work experience may substitute for education requirement.

o The following routes are available to substitute for the bachelor’s degree and five (5) years:

§ High School diploma or GED and nine (9) years of related experience.

§ Associate’s degree in Business or a related field and seven (7) years of related experience.

o The individual may also substitute up for experience using the following routes:

§ Master’s degree in Business or a related field and three (3) years of related experience.

§ Doctorate in Business or a related field and one (1) year of related experience.

EXPERIENCE:

· At least 12 years direct security-related experience in support of DoD and IC programs with knowledge of government security regulations, manuals, and processes, to include the NISPOM, ISLs, ICD’s OPSEC principles, FOCI-mitigation and COMSEC requirements.

· 5 years of experience managing a large client portfolio and/or related industry (required).

· 3 years of project/program management.

· Background in: Government | Innovation | Technology | Aerospace | Defense (required).

· Experience working with City, County, State and Federal governments (preferred).

· U.S. citizenship (required)..

LICENSURE/CERTIFICATIONS/REGISTRATIONS:

· FSO Certification

· Insider Threat Officer Certification

· Member of Industrial Security forums

· Member of the ISAC community

KNOWLEDGE, SKILLS, AND ABILITIES

· Active TS/SCI

· In-Depth knowledge of NISPOM 32 CFR Part 117.

· Experience with Security requirements for Collateral, SCI and Special Access Programs.

· In-depth knowledge of DCSA FOCI-mitigation measures and compliance.

· Experience in writing and reviewing DD254s at all levels (from proposal to close out) to identify security requirements and the then assure compliance.

· Experience working on a compliant Insider Threat programs

· In-depth knowledge with security database systems similar to SIMS or Access Commander.

· Proficient at oral and written communication skills.

· Proficient in Microsoft Office.

· Must be highly organized, able to prioritize tasking as well as multi-task, and willing to work in a team environment, detail oriented.

· In depth knowledge and understanding of Department of Defense (DoD) Collateral, DoD Special Access Program (SAP), and Intelligence Community (IC) requirements.

· Proven leadership, management, mentoring and team-building skills.

Reasoning Ability:

o Ability to interpret a variety of instructions furnished in written or oral form.

o Ability to anticipate customer needs and provide solutions before a problem arises.

Language/Interpersonal Skills

o Ability to write reports, develop business correspondence.

o Ability to effectively present information to management

COMPENSATION

We value our employees’ time and efforts. Our commitment to your success is enhanced by our competitive annual compensation of $150,000 to $170,000 dependent upon experience.
