Summary:The Sr Financial Management Consultant requires the expertise of providing accounting, auditing solutions, and change management support, ultimately leading the Army to an unmodified audit opinion of its financial statements. This continuing effort requires a contractor with extensive accounting and financial audit readiness/remediation experience within the Federal, private and/or public sector with complex organizations and IT systems.This is a services contract to provide the Army with professional Federal accounting and auditing solutions and change management support to assist the Army to an unmodified audit opinion of its financial statements.Key Responsibilities:• Manage, coordinate, and oversee financial statement audits of Army General Funds.• Develop audit readiness plans, internal control assessments, and risk mitigation strategies.• Work with a team of audit and financial analysts.• Serve as the subject matter expert (SME) on accounting, audit, and financial reporting related to Army General Funds.• Coordinate audit activities with external auditors (e.g., DoD, independent firms) and internal stakeholders.• Review and respond to audit findings, develop corrective action plans, and monitor remediation efforts.• Prepare executive-level briefings and reports on audit outcomes, risks, and recommendations.• Contribute to internal training sessions and workshops on audit readiness and compliance.Required Qualifications:• Bachelor’s Degree in Accounting, Finance, Information Systems, Business Management/Administration, Mathematics, Statistics, Computer Science, Data Science or field directly related to the position; or one of the following active and current certifications issued by appropriate licensing authority: Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), Certified Government Financial Manager (CGFM), Certified Defense Financial Manager (CDFM), Project Management Professional (PMP), Information Technology Infrastructure Library (ITIL); and four (4) years of experience with Federal financial management experience.• Demonstrated experience with federal financial management regulations (e.g., FMR, GAO, GAGAS).• Strong leadership, project management, and analytical skills.• Experience with Army financial systems (e.g., GFEBS) is highly desirable.• Possess a minimum of an Interim SECRET security clearance and are United States citizens.Preferred Experience:• Prior experience working with DoD or Army audit remediation initiatives.• Familiarity with Army General Fund operations, appropriations law, and budget execution.• Knowledge of the Financial Improvement and Audit Readiness (FIAR) methodology.Work Environment:• Remote• Travel may be required (10–20%) to Army installations or audit sites.
