Dimension and Description
Primary Purpose: Reporting to the Chief Financial Officer, the Director is responsible for the day to day financial affairs of the Accounting Department. They direct and supervise Accounts, Payroll, Accounts Payable, General Accounting and Budgeting functions. The Director of Accounting serves as a resource for other Hospital Departments for financial related questions, providing education as needed. The Accounting Manager also serves as a contact for outside agencies (auditors, HCA, consultants, reimbursement, etc.). Additionally is responsible for the financial and statistical reporting for the hospital and all associated clinics. This includes preparation and accuracy of the financial statements, audit reports and statistical reports for both internal and external users.
Formal Policy-Setting Responsibilities: Formally responsible for making recommendations regarding policies associated with the job's purpose and essential responsibilities.
Routine Decision Making: Decides if proper accounting principles and procedures are being followed, and makes operational and cash management recommendations.
Formal Supervisory Responsibility: Formal supervisor responsibility for one Staff Accountant, one Payroll Clerk and one Accounting Clerk.
Required Knowledge: The Director of Accounting must have knowledge of general accounting principles, payroll processing, accounts payable processing, year-end audits, cash management, financial statements, account reconciliation, month-end closings and budgeting. Some knowledge in not for profit, contribution accounting.
Required Skills and Ability: The Director of Accounting should be proficient in Microsoft Office, must manifest problem-solving abilities and decisive leadership. Must be have the ability to meet strict deadlines, understand government payroll reporting, and have good communication skills. Previous healthcare experience preferred, but not required.

Education and Certification/ Registration required for the Position: Bachelor’s degree in finance, accounting, or related field.
Essential Responsibilities and Tasks
A. In addition to discharging all Cass Regional Medical Center accountabilities for a manager relating to People, Quality, Customer Service, Financial Strength, and Growth, this position also:
B. Maintains all bank accounts and investment accounts.
1. Changes signature cards when appropriate in advance of next Board meeting.
2. Coordinates investments and maturities with financial institution.
3. Validates deposits to cash postings on the general ledger.
C. Coordinates month-end closings.
1. Ensures all necessary journal entries are prepared and inputs to close the month by pre-established deadlines.
2. Prints financial statements and all related reports no later than the 15th of the month.
D. Coordinates external audits and internal budgets.
1. Prepares and obtains schedules required for external audits by pre-established deadlines.
2. Answers audit related questions in acceptable time frame allowed by auditor.
3. Provides coordination and support as needed by CFO during the budget process.
E. Maintains all general ledger accounts.
1. Adds and deletes accounts as requested by departments approved by the CFO.
2. Reconciles all accounts according to pre-established timeframes, i.e. prior to subsequent months close.
F. Ensures all payroll withholdings and related reports are filed timely.
1. Complete and mail 941’s by required deadline.
2. Oversees deposits of all tax withholdings by IRS published deadlines with necessary and required documentation.
3. Prepares all other state, local and federal required filings by deadlines.
G. Develops plans and objectives with the CFO regarding short and long range financial objectives.
1. Analyzes standard monthly financial and statistical reports to recommend analytical and operational changes to improve operational and financial effectiveness of the organization.
2. Applies the principles of continuous quality improvement in delivery of services, through assessment and monitoring of financial processes and systems.
