PART ONE: Dimension and Description
Primary Purpose: Coordinates and maintains clinical information systems for Cass Regional Clinics by implementing processes and procedures, maintaining systems, and maintaining departmental objectives for the benefit of patients and appropriate staff. Acts as a liaison with Clinics, conducting meetings to determine future enhancements, and preparing and maintaining related documentation and training content.
Formal Policy-Setting Responsibilities: Formally responsible for making recommendations regarding policies associated with the job's purpose and essential responsibilities.
Routine Decision Making: Works with the team to determine optimal work and information flow, determines optimal software set-up, when to contact support, and if additional training is necessary.
Formal Supervisory Responsibility: No formal supervisory responsibility.
Required Knowledge: Excellent written, verbal, and interpersonal communication skills. Working knowledge of service delivery by multiple ancillary departments, 2 years’ experience with hospital EMR development, Windows desktop, team formation and dynamics, and troubleshooting.
Required Skills and Abilities: Ability to meet deadlines, operate a computer, navigate Meditech 6.x or Expanse, perform performance improvement, train others, meet project timeline, and meet budget.
Education and Certification/ Registration Required for the Position: Junior college / two-year college required and at least 1 year of applicable IT or Clinical experience, or equivalent combination of education and experience.
Age Specific Competencies: Provides care for birth to pediatric (birth-2 yrs.), pediatric/child patients between (2 yrs-12 yrs); adolescent patients between 12 to 18 years of age; adult patients between 18 to 64 years; and geriatric patients 65 years and older.
PART TWO: Essential Responsibilities and Tasks
A. Coordinates training and support for the entire organization for clinical systems and the EHR. (30% of time)
1. Formulates educational programs and plans for staff based on needs assessment, coordinates, and teaches.
2. Selects and utilizes effective instructional procedures or methods such as individual training, group instruction, self-study, demonstrations, lectures, and computer-based training.
3. Develops clinical system training manuals, reference library, testing and evaluation process, visual aids, and other educational materials.
4. Responds to the needs and questions of users concerning the use of clinical systems.
5. Provides education to all end users when new and/or updated software is introduced.
6. Meets with end user groups monthly to resolve concerns.
B. Coordinates vendor activities. (10% of time)
1. Coordinates with Parallon and third-party vendors to assure the successful implementation of modules.
2. Coordinates updates with end users.
3. Coordinates go-live dates, meeting the needs of end users.
C. Utilize a cross-functional team to effectively implement the electronic health record. (30% of time)
1. Develops a cross-functional team to oversee the implementation of Meditech modules, monitors constituents to ensure representation of all concerned areas.
2. Participate on the team to define current and future workflow, data flow, and management.
3. Confers with team to identify needs, challenges, and barriers to successful implementation and use of software.
D. Performs maintenance on clinical systems. (30% of time)
1. Creates, monitors, and maintains end-user clinical accounts.
2. Develops a format for file building, ensuring satisfaction of all departments.
3. Modifies the system to ensure optimal flow of information.
4. Ensures access to clinical information by the end user.
5. Analyzes new and existing hardware and software for any HIPAA-related security concerns, no less than annually.
E. Communication and support. (10% of time)
1. Communicates with other departments to analyze reports and resolve clinical system issues within one business day, if resources are available.
2. Communicates with management personnel to appropriately incorporate training programs relating to the EHR.
3. Recognizes trends in the field and effectively prepares for changes, proactively, by reviewing vendor-supplied information.
4. Establishes appropriate priorities, ensuring availability by training concerns and acting on those beneficial to the working environment first.
5. Reports unresolved concerns to the manager daily or weekly.
F. Contributes to the development and implementation of policies and procedures. (10% of time)
1. Develops and implements policies and procedures related to clinical systems.
2. Develops and communicates standards for use, operations, and security of clinical systems.
G. Effectively requests fiscal resources. (5% of time)
1. Adequately budgets for capital spending.
2. Appropriately maintains expenses within budget or provides detailed explanations for variances that should take volume into consideration.
