Position Summary
The Rural Public Transit Director is responsible for the overall leadership, management, and
operation of a publicly funded rural transportation system. This position oversees daily
operations, financial management, regulatory compliance, personnel supervision, and long-range
planning to ensure safe, efficient, and reliable transportation services for the community.
The Director works closely with local officials, funding agencies, community partners, and the
public while maintaining compliance with all applicable federal, state, and local requirements.
Essential Duties and Responsibilities
Provide strategic leadership and day-to-day management of the rural public transit system
Ensure compliance with all Federal Transit Administration (FTA), state DOT, and local
regulations and grant requirements
Develop, manage, and monitor operating budgets, including local match requirements
Prepare and submit grant applications, reports, audits, and performance data
Oversee fleet management, vehicle maintenance, safety programs, and preventative
maintenance plans
Supervise and evaluate staff, including drivers, dispatchers, and administrative personnel
Establish and enforce policies and procedures related but not limited to operations, safety,
HR, and customer service
Coordinate and supervise scheduling, and route optimization to meet community needs
Maintain positive working relationships with elected officials, advisory boards,
contractors, and community partners
Represent the transit system at public meetings, training, and regional/state transit
functions
Address customer concerns and ensure high standards of public service
Must be an excellent problem solver and multitasker.
Minimum Qualifications
Degree or equivalent work experience in business management, communication, HR,
transportation, or a related field preferred.
Previous management experience, preferably in public transit, transportation, or a related
public service field
Basic knowledge of transit services, grant compliance, and public sector funding
preferred
Strong financial, organizational, and leadership skills
Excellent written and verbal communication abilities
Proficiency with Microsoft Office and transit-related software systems
Valid driver’s license and ability to meet agency driving requirements
Preferred Qualifications
Experience managing a rural or small urban transit system
Familiarity with INDOT or other state DOT transit programs
Experience supervising staff of more than 5 employees
Knowledge of vehicle maintenance programs and safety management systems
Public Relations experience
Working Conditions
Primarily office-based with regular travel to transit facilities and community locations
Occasional evening or weekend meetings
Ability to respond to operational issues outside normal business hours as needed
