Position: Head of Product

The opportunity

Govineer is hiring a Head of Product to lead product direction across a portfolio serving local governments. You will connect the needs of government staff, leaders, and residents with market change, commercial opportunity, and technical possibility. You will be accountable for choosing where we invest, what we stop, and how we know whether our products create value.

The strongest candidates have deep product management experience and a record of taking products from insight to adoption at scale. We are looking for curiosity about public-service workflows, excellent judgment, and the ability to learn a domain quickly.

What you will own

• Set a coherent product strategy and investment priorities across established products, modernization work, and new opportunities.
• Identify where related products should share capabilities and where local requirements, state rules, or customer commitments require a different approach.
• Build direct understanding of users, buyers, administrators, partners, and the people affected by the services our products support.
• Use customer research, product data, market intelligence, and commercial evidence to make explicit product choices and test assumptions.
• Lead product discovery, roadmap decisions, pricing and packaging input, launch readiness, adoption, and product lifecycle decisions.
• Define outcomes and measures for each product, such as customer value, activation, retention, service quality, and economic performance.
• Partner with Engineering and Platform on API-first capabilities that can serve both legacy and new applications.
• Bring appropriate rigor to AI-enabled product opportunities, including user trust, evaluation, data handling, and the actual improvement to a workflow.
• Hire and develop product managers; raise the standard of product thinking and cross-functional decisions across Govineer.

What you bring

• Substantial product management leadership experience with clear ownership of strategy, delivery, launch, and ongoing product performance.
• A record of shipping several successful customer-facing products or major product lines, including difficult prioritization choices.
• Strong customer discovery, analytical, commercial, and storytelling skills; you can move from field evidence to decisions and from decisions to execution.
• Technical fluency sufficient to work closely with engineers and architects on APIs, data, platform choices, AI capabilities, and legacy constraints.
• Experience leading teams across a portfolio rather than managing a single roadmap in isolation.
• Comfort working in complex buying environments with multiple stakeholders and long-lived customer relationships.

Nice to have: GovTech or civic technology experience, including government buying cycles, implementation realities, and products used by both public employees and residents. It is not required.

Work Environment and Physical Requirements

This is a primarily office-based or remote role involving standard computer work. The position requires the ability to work independently, manage recurring deadlines, and maintain a high level of accuracy in a deadline-driven environment. Regular interaction with internal and external stakeholders is expected, with an emphasis on providing responsive, professional, and solution-oriented support. Primarily office-based or remote role with moderate travel (15-25% annually), consisting of on-site engagements, team meetings, and company events. Occasional weekend travel may be required to accommodate work and meeting schedules.
