Position Description: The Community Manager plays a critical role in overseeing assigned properties and ensuring high-quality housing for a diverse population, including families, veterans, and individuals receiving mental health services. This position is responsible for setting the tone and culture of the building while actively engaging tenants who may have mixed histories of success in housing. The Community Manager oversees day-to-day operations, including risk management, leasing, rent collection, budget reporting, compliance with regulatory agreements, and fostering a positive community environment. This is a full-time, live-on-site position, requiring the employee to pay utilities and maintain household eligibility contingent upon employment with Cascadia Behavioral Healthcare.

Education:
Environmental: Work is performed in one or more of the following: clinical office, acute care settings and community setting including client residences, correctional facilities, shelters, hospitals, public places and other social service sites. Meal periods and breaks are subject to interruption. Much of the work is performed during regular business hours with the potential of extending into afterhours only for crisis response. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise, and contaminants.
Mental: The work assigned is diverse and involves addressing new and unusual circumstances in which outcomes may negatively affect costs, employee morale or clients. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach. In addition, this position requires exercising sound judgment. Decision-making may occur in a moderate to high stress situation where a client may be experiencing a crisis.

General
- Maintain specified office hours for tenant support as outlined by the Portfolio Manager.
- Act as the primary point of contact for tenant concerns, complaints, and issues, working in collaboration with the Resident Service Coordinator when necessary.
- Promote community building, tenant retention, and eviction prevention activities.
- Follow the Complaint Process, using professional judgment to resolve issues or escalate them to the Portfolio Manager as needed.
- Prepare and submit weekly reports detailing property conditions and tenant activities.
- Ensure rent collection, deposits, and charges are processed per management policies.
- Deliver and post 72-hour notices for non-payment of rent and other required landlord/tenant notices.
- Document violations and concerns to substantiate eviction actions when necessary.
- Market and lease vacant units, ensuring all applicants meet qualification requirements.
- Conduct move-in orientations, guiding tenants through required documentation.
- Submit all move-in and annual recertification paperwork to the Compliance Specialist for approval.
- Conduct move-out inspections with tenants and process security deposit refunds.
- Assist with the preparation of vacant units for leasing.
- Work within the property budget for tenant enhancements, community events, and supplies.
- Maintain an inventory of maintenance, janitorial, and grounds supplies.
- Perform regular building, dwelling unit, and common area inspections to ensure visual appeal and hazard-free conditions.
- Complete minor repairs and light maintenance or arrange vendor services via Cascadia’s Facilities Department.
- Coordinate vendor activities and manage vendor relationships to ensure quality service.
- Maintain cleanliness of common areas, including hallways, laundry rooms, bathrooms, and storage areas.
- Uphold Fair Housing policies, ensuring compliance with landlord/tenant laws.
- Adhere to mandatory abuse reporting laws and HIPAA regulations.
- Assist in annual agency and funder audits as needed.
- Participate in safety drills, ensuring familiarity with fire regulations and evacuation procedures.
- Complete all required training within specified timelines.
- Attend seminars, training, and other professional development opportunities to enhance skills.
- Participate in all staff meetings, supervision sessions, and departmental/agency meetings.
- Perform other duties as assigned.
- Respect and honor participant rights and responsibilities and demonstrate professional boundaries and ethics.
- Maintain knowledge of, review and ensure compliance with all applicable federal, state, county, and city regulations, contract obligations, and internal policies and SOP.
- Adhere to mandatory abuse reporting laws and HIPAA requirements.
- Attend seminars, training, and other educational opportunities to develop professional skills and abilities.
- Assist program leadership in developing and updating policies, procedures, and systems to assure success.
Education:
- Required: High school diploma or equivalent.
- Preferred: Associate’s or Bachelor’s Degree.
- Two or more years of experience in property management is preferred.
- Experience working with individuals with mental health diagnoses or lived experience preferred.
- Intermediate proficiency in computer hardware/software (experience with Yardi software preferred).
- Ability to enter and retrieve data, prepare simple reports.
- Knowledge of Fair Housing and Landlord/Tenant laws preferred.
- Possess a valid driver’s license, minimum of one year driving history, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course… Or, Must have the ability to travel to multiple locations throughout the Portland Metro area.
- Ability to perform CPR, First Aid, and effectively use AED equipment. CPR/ First Aid certifications are required and must remain current.
