Under the general direction of the Dean of Student Learning, the Program Specialist 3 - Workforce Funding Specialist coordinates all aspects of program services related to student funding from the Worker Retraining Program (WRT), Opportunity Grant (OG), Basic Food Employment and Training (BFET). This position also independently works with students, staff, program participants and the public about funding opportunities, college programs, policies and procedures.
As the Program Specialist 3 - Workforce Funding Specialist it is expected that the following qualities will be demonstrated daily: a high degree of understanding and empathy for all students, faculty, staff, and visitors, as well as the ability to encourage the inclusion of all voices in decision-making, promoting equity in all areas, and actively working against institutionalized norms of oppression against historically marginalized people.

Initial Salary Range: $4,425.00 - $5,013.00 Monthly DOE additional 5% King County Premium Pay (KCPP)
Supervising Position: Dean of Student Learning
Essential Duties
Provide Student Support:
- Provide information and technical assistance to prospective and current students for eligibility and program requirements in workshop and one-on-one sessions.
- Provide resource referral to students for on/off campus services.
- Design and conduct processes and procedures for student intake, eligibility assessment, funding and, reporting in compliance with complex federal, state and Cascadia policies.
- Monitor and track eligibility and participation of students each quarter based on program guidelines; identifies and communicate options for students who lose eligibility to other options or programs.
- Monitor and track, analyze and report program goals and outcomes to internal and external agencies.
Provide Program Support:
- Determine student eligibility for Worker Retraining Program (WRT), Opportunity Grant (OG), Basic Food Employment and Training (BFET) programs based on program guidelines.
- Work with Student Financial Services to award eligible students' grant funding.
- Monitor program activities in relation to established program, state and federal goals, within established program parameters and determine variances from program standards.
- Prepares and maintains training and promotional materials related to Cascadia's programs as well as related to funding students in the WRT, OG and BFET programs.
- Perform regular reporting of client case notes in eJAS for BFET students.
- Maintain appropriate student coding in the Student Management System
- Prepare monthly BFET billing for Finance.
- Monitor student aid spending from WRT, OG and BFET accounts.
- Coordinate annual grant preparation and renewal
- Serve as lead for the college's WorkSource Connection Site
Provide Meeting and Event Support:
- Represent the college and programs at partnership meetings, state and local consortium meetings, and internally with other departments such as Financial Aid, Advising, Enrollment Services and the Finance Office.
- Design and conduct outreach efforts to promote workforce programs to prospective students at on-campus and off-campus events and activities.
- Coordinate and lead weekly workforce team huddles to triage student concerns
- Write and edit promotional material about the funding programs and eligibility.
- Perform other duties of a similar nature or level as required.
Education and Experience:
Minimum Qualifications:
- Bachelor's degree in a related field OR equivalent combination of education and experience
- Demonstrated strong oral, written, and interpersonal communication skills
- Demonstrated commitment toequity and inclusionand the ability to support a diverse workplace and educational environment
Preferred Qualifications:
- Two or more years of experience assisting adult learners to enroll and complete their education
- Demonstrated ability to work effectively with students, staff, businesses, and faculty
- Demonstrated strong organizational skills and ability to handle multiple tasks simultaneously and set priorities
- Ability to successfully communicate (written and orally) in a language in addition to English
Physical Work Environment:
Positions in this class typically require operating a computer, communicating, observing and repetitive motions such as bending, climbing and crawling or being able to accomplish similar activities with assistive devices. Work is primarily performed at the Cascadia College campus, in an office environment and requires standing and/or sitting and using computers for extended periods of time.
Semi-Sedentary Work: Exerting up to 10-30 pounds of force occasionally and/or a negligible amount of force frequently or constantly to transport, put, install, remove, or otherwise move objects.
Full-time employees will be expected to be on-campus three (3) days per week with the option to work remotely for the remainder of their working days. Employees will need to provide their own remote workspace and internet access, noting the College will provide technical equipment and support for online work needs. During on-campus operations, this position will perform work in a standard office setting, use standard office equipment and physically attend meetings both on and off campus and requires the ability to communicate in person or through appropriate means.
Terms of Employment:
This is a full-time, twelve-month classified position. This position works 40 hours per week, Monday - Friday; may include occasional evening responsibilities. The position is allocated to pay Range 53 with a starting salary between $4,425.00 - $5,013.00 per month, with yearly step increases to the maximum salary of $5,960.00 (Step M) per month (not including the 5% King County Premium Pay). This is a represented position.
Cascadia College employees receive a 5% King County Premium Pay in addition to base salary for the 2022-2023 Fiscal Year.
This position has been designated as a bargaining unit position by the Washington Public Employees Association. Following a successful probationary/trial service period, employees attain permanent status.
