0-5 Program Coordinator

SUMMARY

To provide early developmental and medical assessments, reassessments, and child advocacy for cases involving child abuse victims, ages 0–5, who are assigned to CASA by the Tulare County Superior Court, Juvenile Division. Develops and sustains professional relationships with community partners involved with the children in the cases. Responsible for overseeing the work of the 0-5 Advocate Coordinators and assisting them as necessary. Maintains data related to the program, including data entry into CASA’s database and other program tracking tools; produces reports for grantors. Ensures that all duties follow the CASA of Tulare County Policy and Procedure Manual, National CASA Standards, Welfare & Institutions Code Section 100, CA Rule of Court 5.655, and Tulare County Superior Court Rule 1107.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Assist with outreach into the community to recruit, train, supervise, and support volunteer child advocates. Maintain a professional and respectful relationship with current and potential advocates, peers, partners, and service providers associated with CASA of Tulare County.

· Provide assessment of abuse and neglect cases involving 0–5-year-old children in Juvenile Court:

- Interview children, parents, foster parents, social workers, and others involved in each case.

- Immediately after the court's referral, schedule a home visit, conduct an assessment for the child, and encourage the caregivers to be present and involved in the evaluation.

- Prepare files and complete data entry after the appointment.

- Write, prepare, and file a court report of findings related to each case, including service recommendations.

- When CASA is relieved, close the case and ensure data entry is complete and outcomes are tracked.

- Lead the 0–5 Advocate Coordinators to help them fulfill their job requirements and provide support as necessary.

· Reassess 0-5 children on the waitlist before court hearings, minimally every six months.

- Monitor and prioritize 0-5 cases who have not been assigned a CASA volunteer.

· Assist advocate coordinators with case matching 0-5 children to a volunteer advocate.

· Track and record grant requirements and submit grant reports per grantor requirements.

· Periodically order County Health and Education Passports and upload the CASA Health and Education Passports on CASA’s database.

· Assist in resolving problems involved in dependency cases and relationships with other involved public agencies.

· Consult with the CASA Program Manager on any case situation that is unusual or problematic.

· Help ensure children’s case plans are being followed.

· Participate in recruiting, screening, training, and supporting volunteers.

Perform other duties as assigned and necessary for the smooth functioning of CASA of Tulare County.

SUPERVISORY RESPONSIBILITIES

This job supervises and supports two 0-5 Advocate Coordinator full-time positions.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Bachelor's degree (B. A.) from a four-year College or university; or one to two years related experience and/or training; or equivalent combination of education and experience. A child development background is preferred.

LANGUAGE SKILLS

Ability to read, comprehend and analyze technical procedures and governmental regulations. Ability to write reports, business correspondence, and policies. Ability to effectively present information in one-on-one and small group situations. Bilingual (English / Spanish) is preferred.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret various instructions furnished in written, oral, diagram, or schedule form. Ability to interpret technical and regulatory guidelines and deal with abstract and concrete variables.

Current Drivers License.

Pay: $50,000.00 - $65,000.00 per year
