Who is the Programs Officer for Casa Familiar?
Position Summary:
The Programs Officer plays a pivotal role in advancing Casa’s mission and strategic priorities by providing visionary leadership and operational oversight of the Social Services and Youth and Senior Services teams. This role is responsible for ensuring the success and continuous improvement of these departments, including the supervision of staff and multiple grant subrecipients. In addition to direct departmental oversight, the Programs Officer is expected to actively support and contribute to organizational initiatives, cross-functional projects, and strategic efforts across Casa. This includes collaborating with other departments, offering subject matter expertise, and participating in planning and implementation processes that drive mission-aligned outcomes. The Programs Officer serves as a resource and thought partner to peers and leadership, fostering a culture of shared responsibility and collective impact.
This role will lead with a strategic mindset, ensuring that programs are not only effectively implemented but also continuously adapted to meet the evolving needs of the community. This includes overseeing the full grant lifecycle, ensuring compliance, and fostering strong partnerships with community organizations to advance complex initiatives. Make a Difference through Action
- Implement strategic plans for program development in alignment with Casa Familiar's mission and
objectives.
- Plan, execute, and evaluate programs and departments within your scope of responsibility.
- Ensure compliance with grant agreements, including those of subrecipients.
- Manage program budgets, monitor expenses, and allocate financial resources efficiently to support
program activities.
- Ensure program implementation, including the work of the subrecipients, meets compliance
guidelines.
- Cultivate strong partnerships with community organizations, government agencies, funders, clients, and other stakeholders to enhance program impact and sustainability.
- Identify and implement effective strategies that will increase program participation, effectiveness and satisfaction.
- Identify gaps in service delivery and quickly implement solutions.
- Establish metrics and indicators to evaluate program outcomes and effectiveness and use data-driven approaches to inform program improvements.
- Ensure program compliance with regulatory requirements, funding guidelines, and organizational policies, and prepare timely and accurate reports for the leadership team, funders, and stakeholders.
- Identify opportunities for program enhancement and innovation and lead efforts to adapt and improve strategies based on community feedback and emerging needs.
- Set clear performance expectations and regularly provide constructive feedback to team members.
- Identify and address skill gaps through targeted training and professional development opportunities.
- Monitor and evaluate team performance, implementing corrective actions as needed to ensure optimal results.
- Facilitate regular team meetings to discuss progress, challenges, and opportunities for improvement.
Delivering Results
- Lead cross-departmental initiatives that advance Casa’s strategic priorities and foster organizational cohesion.
- Serve as a strategic advisor and collaborator to executive leadership, contributing to agency-wide planning, evaluation, and innovation.
- Respond quickly and effectively to emerging community needs, leveraging data and stakeholder input to adapt programs in real time.
- Champion a culture of excellence, accountability, and continuous learning across all levels of the organization.
- Support organizational change management efforts, including staff development, process improvement, and systems integration.
- Work closely with C-level Officers and cross functionally with multiple levels of leadership to support program implementations that will achieve high-quality, efficient, and impactful outputs and outcomes following grant agreements, work plans, and best practices.
- Manage a team of direct reports effectively by providing coaching, development, improvement plans and training.
- Manage program budgets and expense requests by working closely with the CPO and Accounting Department.
- Build a culture that prioritizes teamwork, collaboration, professional development, open and effective communication, empowerment with decision-making and completing tasks, addressing strengths, appropriate conflict resolution, and making the office comfortable.
Ideal Candidate Qualifications and Qualities
- At least five years of experience in grant administration.
- At least five years of experience planning and implementing community-based programs and services.
- At least five years of experience with program oversight, monitoring, and evaluation.
- At least five years of experience as a supervisor leading effective teams.
- Proven ability to lead in a fast-paced, evolving environment while maintaining focus on strategic goals.
- Demonstrated success in building and scaling programs that serve diverse, underserved communities.
- Skilled in navigating complex stakeholder relationships and driving consensus across teams.
- Experience in organizational development, change management, or systems thinking is a plus.
- Project management experience is highly preferred. Ability to work successfully within various cross-cultural settings and make decisions in a fast-paced environment.
- Strong oral and written English communication skills. Fluency in Spanish is required.
- Excellent technical skills using email, Microsoft Word, Excel, PowerPoint, online browsers, and client databases. Experience with Salesforce is desired.
- Ability to travel in the County of San Diego.
- A bachelor's degree in social work, public administration, or any additional field relevant to Casa Familiar's mission and programs is required. Master's degree preferred.

Salary: $100,000 a year
Additional
This position requires sitting at a desk or workstation, walking, standing, climbing stairs, hearing, speaking, being able to lift up to 25 lb., and able to drive to different locations and do other errands pertaining to organizational operations. A background check is required. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire. This is a full-time position with occasional work responsibilities on weekends and evenings, depending on the season calendar.
