GENERAL FUNCTION:

The Program Manager provides leadership, oversight, and coordination for Casa de Amparo’s Transitional Living Program (TLP), ensuring the delivery of safe, youth-centered, trauma-informed, and developmentally appropriate services for youth ages 18–21 who are experiencing or at risk of homelessness. The Program Manager oversees day-to-day program operations, staff supervision, case management oversight, service coordination, and compliance with local, state, and federal requirements, including the Runaway and Homeless Youth (RHY) Rule (45 CFR §1351) and RHY-HMIS Data Standards. This position ensures program effectiveness and organizational readiness for monitoring by supporting measurable youth outcomes related to housing stability, education, employment, life skills development, and successful transition to independence.

MAJOR JOB SEGMENTS:

Program Oversight

  • Collaborates with the Director of Transitional Housing to oversee program implementation and continuous quality improvement.
  • Provides daily operational leadership to ensure a safe, stable, youth-centered, and trauma-informed program environment.
  • Ensures adherence to RHY Rule (45 CFR §1351), RHY-HMIS data elements, and federal performance standards related to youth safety, access, youth choice, and aftercare.
  • Oversees individualized case management services for all program participants.
  • Monitors caseload distribution, quality of service plans, and progress toward outcomes including housing stability, employment, education, and life skill development.
  • Implements PYD and trauma-informed practices across all program components.
  • Coordinates referrals, intakes, assessments, and eligibility determinations using approved tools, including the Casey Life Skills Assessment (CLSA).
  • Develops, reviews, and monitors individualized service plans focused on housing stability, education, employment, health, and independent living skills.
  • Facilitates or oversees life skills, financial literacy, and wellness programming, and coordinates youth participation in job readiness and educational services.
  • Ensures youth access to on-site and community-based health, mental health, and behavioral health services through Casa de Amparo’s continuum of care and external community partners.
  • Oversees transition planning and aftercare services to support successful exits to safe and stable housing.
  • Supports outreach and engagement activities in collaboration with the Intake/Outreach Coordinator.
  • Ensures timely, accurate, and complete documentation, including data quality checks and compliance with RHY-HMIS reporting timelines.
  • Provides on-call crisis support on a rotational schedule as determined by the Director of Transitional Housing.

Fiscal and Administrative Management

  • Manages program operations within approved budgets and funding requirements.
  • Ensures timely submission of all required reports, including monthly, quarterly, and annual data and narrative reports.
  • Monitors fiscal activity, purchasing, and expenditure compliance in coordination with leadership.
  • Supports internal audits, external monitoring, and funder site reviews.

Personnel and Supervision

  • Provides direct supervision to assigned staff, including case managers, youth specialists, and/or outreach personnel, as applicable.
  • Promotes collaboration, professional development, and accountability among staff.
  • Conducts regular supervision, coaching, training, and performance evaluations.
  • Ensures staff compliance with trauma-informed care principles, documentation standards, and program safety requirements.
  • Coordinates with the Training Manager and leadership team to support onboarding, ongoing training, and required annual refreshers.

Compliance and Quality Assurance

  • Ensures compliance with all licensing, contractual, accreditation, and federal RHY program requirements.
  • Oversees data integrity, quality assurance reviews, and corrective action planning as needed.
  • Ensures facility safety, maintenance, and health and safety compliance in coordination with the Facilities Director.
  • Maintains confidentiality and compliance with HIPAA, FERPA, and data privacy regulations.

Community and Outreach Coordination

  • Collaborates with internal departments, including Enhanced Care Management and Outpatient Service, to ensure integrated and wraparound service delivery across Casa de Amparo’s continuum of services.
  • Strengthens partnerships with community organizations, housing providers, educational institutions, behavioral health providers, and law enforcement partners, as required by outreach and engagement funding sources.
  • Represents Casa de Amparo at community meetings, coalitions, Continuum of Care (CoC) workgroups, RHY grantee meetings, federal technical assistance sessions, and conferences, as appropriate.
  • Promotes the Transitional Living Program through outreach, presentations, and community education activities.

EFFECT ON END RESULTS:

The Program Manager ensures consistent delivery of high-quality, trauma-informed services resulting in measurable youth outcomes, including safe and stable housing exits, increased employment and education engagement, improved life skills, and successful transition to independence. This role ensures compliance with funder and regulatory requirements and supports organizational readiness for audits, monitoring, and continuous program improvement.

Qualifications:

QUALIFICATIONS:

  • Preferred: Bachelor’s degree in behavioral science, social work, psychology, counseling, or a related field, plus a minimum of three (3) years of experience working with transition-age youth (TAY), homeless services, social services, or youth transitional housing.
  • Demonstrated knowledge of trauma-informed care, Positive Youth Development (PYD), and case management best practices.
  • Experience in non-profit program operations and supervision, preferably within government-funded or federally monitored programs.
  • Strong leadership, interpersonal, and communication skills.
  • Excellent organizational and time-management skills; ability to manage multiple priorities and deadlines.
  • Proficiency in Microsoft Office Suite; experience with HMIS and RHY-HMIS data systems preferred.
  • Physical ability to observe, engage, and support youth in daily activities, including lifting up to 50 lbs., walking stairs, crouching, and participating in program activities. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.
  • Must maintain a valid California driver’s license, an insurable DMV record, and the ability to pass required physical examination, TB test, and drug screening.
  • Must maintain CPR/Pediatric First Aid certification.
  • Ability to work a flexible schedule, including evenings and participation in an on-call rotation.
  • If providing social work supervision, must meet applicable CCL Title 22 education and experience requirements for supervisory personnel.

Salary : $72,000 - $82,000
