Civil Engineer – Land Development: CAS Engineering, a leading Civil Engineering Firm with offices in Frederick, Maryland and Washington, DC, is seeking a full-time civil engineer to join our Montgomery County or District of Columbia Land Development teams. This is an onsite position (Monday-Friday) based in our Frederick, MD or DC offices, with occasional travel to project sites in Montgomery County, Northern Virginia, and the District of Columbia.

The successful candidate will design, manage, permit, and deliver high-quality land development projects—primarily residential and commercial in Montgomery County, Northern Virginia, and the District of Columbia—while ensuring regulatory compliance and exceeding client expectations. You will thrive working both independently and in multidisciplinary teams.
Key Responsibilities
- Prepare comprehensive site development plans, including grading, drainage, utilities, stormwater management (SWM), and erosion & sediment control design.
- Perform hydrology and hydraulic calculations for stormwater management and drainage systems using tools like HydroCAD, or equivalent.
- Analyze and optimize site layouts and infrastructure in collaboration with architects, surveyors, and other team members.
- Prepare and submit permit applications; coordinate with local agencies (e.g., Montgomery County, Maryland MDE, DC DOEE) to secure approvals.
- Communicate project updates, milestones, and solutions to clients routinely, address concerns proactively.
- Manage multiple projects and deadlines in a fast-paced environment.
- Produce engineering drawings, technical specifications, cost estimates, and maintain accurate project documentation.
Qualifications Required:
- Bachelor’s degree in Civil Engineering or related field.
- 1-5 years of experience in residential or commercial land development/site civil design.
- Ideal for EITs with 1-4 years of site civil/land development experience.
- Proficiency in AutoCAD Civil 3D (or similar); strong skills in Microsoft Word and Excel.
- Valid driver’s license and reliable transportation (for occasional site visits).
- Ability to pass background and drug screening.
- Currently authorized to work in the United States on a full-time basis without need for visa sponsorship now or in the future (CAS Engineering does not sponsor employment-based visas).
· Strong attention to detail, excellent communication, and a collaborative mindset are essential.
Preferred:
- Experience with local codes, regulations, permitting processes (Maryland, DC, Northern Virginia).
- Land surveying or field experience.
- EIT certification and progress toward PE licensure.
