Under the direction of the Elections and Licensing Manager, the Elections and Licensing Specialist is responsible for providing service to customers and taxpayers with a high level of professionalism, integrity and confidentiality. Responsibilities include supporting all aspects of election administration, processing passport applications and issuing various business licenses and/or registrations. - Evaluates, researches, and responds to customer inquiries related to passports, licenses, and elections.
- Actively assists and supports the county's responsibility to administer federal, state, county, and local elections.
- Prepares ballots, training materials, reports, and other documents relating to the election process.
- Tests accuracy of ballots, ballot marking devices, counting equipment and electronic transfer of election results.
- In strict compliance with MN statutes and election rules is responsible for maintaining all aspects of SVRS (Statewide Voter Registration System).
- Processes passport applications for accuracy and completeness following Federal guidelines.
- Explains a variety of federal, state and county regulations and departmental regulations/policies relating to procedures, deadlines, requirements, limitations and confidentiality.
- Processes various time-sensitive, business and personal licenses and/or registrations (Auctioneer, Liquor, Tobacco, Charitable Gambling, Cannabis, Fireworks, Precious Metals) from applications, county board approval, license preparation and signature, all of which require in-depth review to ensure compliance.
- Utilizes a wide variety of software related to different departmental processes.
- Complete other complex duties as assigned which may include temporary reassignment to an alternate work location.
- High School diploma or GED and two (2) years of customer service, clerical, or secretarial experience.
- Associates degree and one (1) year of customer service, clerical, or secretarial experience.
- Must complete a passport training course and pass a test to become a passport acceptance agent within 3 months of hire.
- Two years experience in election administration within the State of Minnesota, processing passport applications or Auditor/Treasurer's Office.All applications will be screened for minimum qualifications, scored and ranked. The highest ranked candidates meeting minimum qualifications will be recommended for the scored oral examinations (interviews). Final selection for the position will include successful completion of oral interview(s), reference checks, and background investigation.
