COMPLIANCE/HR COORDINATOR

General Description of Duties:
Overall administration of the Carroll Hills Industries, Inc. compliance rules from the Ohio Department of Developmental Disabilities.
Specific Duties:
· Regulatory Compliance: Interpret and implement regulations from the Ohio Department of Developmental Disabilities (ODODD) OSHS, Department of Labor, Ohio Department of Transportation and other governing bodies.
· Audit and Review: Proactively audit clinical and non clinicsl records, including ISP (Individual Service Plan) compliance, to identify weaknesses.
· Policy Management: Develop, review, and revise company policies to ensure they are compliant with federal and state regulations.
· Incident Investigation: Investigate incidents of abuse, neglet, or rights violations, and ensure proper documentation and reporting.
· Training & Education: Conduct in-service training for staff regarding compliance topics, safety standards, and rights of individuals with disabilities.
· Risk Management: Perform risk assessments and advise management on reducing compliance-related risks.
· Reporting Duties: Informs CEO monthly on the progress and status of compliance related Issues
Performs other related duties as required.
Qualifications:
· Education: Associate degree or 10 years experience in the DD field in a compliance role. (Preferred qualifications) Bachelor’s Degree in Human Services, Social Work, or related field.
· Experience: Proven experience in compliance roles, ideally within the developmental disabilities field or human services.
· Knowledge: In depth understanding of Medicaid waiver services, and state-specific disability regulations.
· Skills: Strong investigative methods, analytical skills, and ability to interpret technical legal documents.
· Technical: Must have strong computer skills, excellent writing skills and be proficient working with software documentation.
· Autonomy: Ability to work without immediate supervision.
· Interpersonal Sensitivity: Objective awareness of others, tactful interaction, ease in establishing limits.
· Flexibility: Must be able to work a varied schedule if needed.
· Staff Relations: Insight and the ability to articulate concise directions to staff.
· Valid driver’s license (or) Valid Commercial Driver License: Insurable and the ability to attend meetings and events outside of Carroll Hills Industries, Inc.
· CPR, First Aid and required.
· Physical Requirements: Ability to frequently lift, carry, push, pull, squat, bend and twist, reach and climb.
· Pass Company Physical.
· Drug Testing: Pass all company drug testing requirements.
· Background Checks: Pass all OAC 5123:2-2-02 background checks.
· Training: Attend trainings as assigned.
HR Functions
· Recruitment & Staffing: Develops strategies to attract caregivers, conducts screening, interviewing, and background checks.
· Onboarding & Training: Facilitates orientation, coordinates training for new hires (e.g., CPR, Medication Administration), and maintains training records.
· Compliance & Records: Maintains personnel files, ensuring compliance with state and federal regulations (e.g., DODD in Ohio).
· Employee Relations & Retention: Supports staff, addresses issues, and promotes a positive work environment to reduce turnover in a demanding field.
· Administrative Support: Processes employee data, including attendance, performance evaluations, and, in some cases, payroll data.
