Pay Rate
$57,934.50 - $92,703.00 annually plus benefits
The initial compensation for this position generally falls between $57,934.50 and $60,831.23, contingent upon relevant experience and qualifications.

Job Summary

Provides oversight for all accounting functions to support the daily operations of the library, while also performing select hands-on accounting tasks.

 

Roles, Responsibilities, and Essential Functions

  • Maintains accounting systems to ensure accurate financial data entry and integrity.
  • Reviews credit card activity and serves as backup administrator for the corporate credit card program.
  • Assists in developing and compiling the library’s annual operating and capital budgets.
  • Leads coordination and preparation of the State-mandated annual independent audit in accordance with the Governmental Accounting Standards Board (GASB).
  • Oversees accounts payable and receivable, including invoice approval, coding, and timely payment processing.
  • Manages fixed asset reports and transactions, including acquisitions, transfers, disposals, depreciation, and participation in annual inventory and audits.
  • Prepares financial reports, analyzes trends, identifies cost-saving opportunities, and evaluates strategies to improve efficiency and generate new revenue.
  • Manages the financial aspects of all grants and assists with operating and capital funding requests from external agencies.
  • Oversees document retention and ensures compliance with records policies.
  • Assists with month-end and year-end financial close processes, including but not limited to, preparation of Form 990 and Form 1099.
  • Reviews bank accounts, reconciles discrepancies, validates disbursements, and maintains payment files.
  • Reviews computer-generated reports for accuracy; researches and corrects accounting errors.
  • Prepares and submits timely reimbursement and drawdown requests.
  • Reconciles capital budget allocations to ensure alignment with project funding.
  • Consults with department managers to analyze actual vs. budget performance.
  • Supports maintenance and documentation of internal controls across financial functions.
  • Provides technical support to branch locations for POS systems.
  • Maintains professional growth and development through participation in library teams, committees, outreach, and training activities.
  • Performs other duties as instructed and assigned.
Qualifications:

Required Knowledge, Skills, and Abilities

  • Comprehensive understanding of accounts receivable processes and fixed asset management.
  • In-depth knowledge of generally accepted accounting principles (GAAP), practices, and procedures.
  • Proficient with standard office technology and financial/accounting software.
  • Thorough knowledge of all CCPL policies, procedures, and guidelines. 
  • Commitment to outstanding internal and external customer service.
  • Ability to use clear, professional communication to create and tailor instructions based on individual needs and experience.
  • Ability to provide clear guidance and training to customers and staff related to departmental functions and responsibilities.
  • Skill in analyzing written, statistical, and numerical data for decision-making.
  • Demonstrated commitment to delivering high-quality internal and external customer service.
  • Proficient in maintaining detailed financial records and preparing and interpreting complex financial reports, including journals, ledgers, and account statements.
  • Demonstrated ability to handle sensitive information with discretion, professionalism, and ethical integrity.

 

Education and Experience

Required Qualifications

  • Related bachelor’s degree
  • At least three years of progressively responsible experience in accounting and fiscal analysis functions
  • Working knowledge of accounts receivable and fixed asset management
  • Previous experience with governmental accounting and budgeting

Preferred Qualifications

  • Certified Public Accountant (CPA)

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, and libraries, e.g., use of safe workplace practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals, and/or working in moderate outdoor weather conditions.
