Project Manager – Underground Conduit Utilities

Position Summary

The Project Manager (PM) oversees all phases of underground conduit utility projects —

including planning, scheduling, budgeting, execution, and closeout — ensuring projects are

completed safely, on time, within scope, and on budget. The PM serves as the primary

liaison between field operations, clients, subcontractors, and internal departments.

Key Duties and Responsibilities

Project Planning & Coordination

• Review project scope, specifications, and drawings to develop work plans and schedules.
• Coordinate pre-construction meetings and establish communication channels with clients and field teams.
• Prepare submittals, RFI’s, and job-specific documentation.
• Develop project budgets, cost codes, and manpower plans.

Financial Management

• Monitor budgets, cost tracking, and billing schedules to ensure profitability.
• Review and approve invoices, purchase orders, and subcontractor payments.
• Identify potential change orders and manage cost adjustments.
• Prepare monthly cost-to-complete and financial status reports.

Field Operations Oversight

• Support and communicate with Superintendents and Foremen to ensure dailyoperations align with project goals.
• Monitor job progress, production rates, and adherence to quality and safety standards.
• Coordinate materials, equipment, and manpower to avoid delays.
• Conduct regular site visits and resolve field issues promptly.

Client & Stakeholder Communication

• Serve as the primary point of contact for clients, engineers, and inspectors.
• Lead progress meetings and provide regular updates on project milestones.
• Manage relationships with utility companies, municipalities, and permitting agencies.

Safety & Compliance

• Ensure all work complies with OSHA, DOT, and company safety standards.
• Participate in safety meetings and jobsite inspections.
• Support the Safety Department with incident investigations and corrective actions.

Documentation & Reporting

• Maintain accurate project documentation — daily reports, as-builts, change orders, and closeout packages.
• Ensure all permits, licenses, and inspections are properly obtained and filed.
• Provide end-of-project reviews and lessons learned summaries.

Qualifications

• 5 years of project management experience in underground utilities, conduit, or electrical infrastructure.
• Strong understanding of underground construction methods, electrical conduit systems, and utility coordination.
• Proficient in project management software
• Strong leadership, communication, and problem-solving skills.
• Valid driver’s license; willingness to travel to job sites as needed.

Job responsibilities:

• Establish and maintain strong working relationships with project stakeholders, engineers, municipal inspectors, and other team members.
• Plan and supervise multiple projects from start to finish, according to the contract documents and procedures. Provide timely and organized completion of the entire pre-job planning process with proper communication and dissemination of all pertinent information during the project phases.
• Responsible for project submittal creation and review process between customers, field operations, subcontractors, and suppliers.
• Negotiate and administer contracts for the procurement of materials and subcontractors in compliance with budgetary constraints.
• Responsible for proactively identifying project changes and for estimating, obtaining, and managing change orders.
• Prepare close-out documents and procedures.
• Ensure proper job control to meet or exceed expected profitability.
• Assist with project take-offs and estimating for new project bids.
• Maintain and complete pay applications.Skills:
• Knowledgeable of all aspects of underground utility construction, grading, excavation, and restoration.
• Ability to read and understand civil plans.
• Strong verbal, written, and communication skills
• Able to multitask, prioritize and manage time efficiently.
• The ability to work independently on multiple assignments.

Qualifications:

• 5 years as manager or site superintendent
• Construction Management, Engineering, or Field Related Experience.
• Proficient with Microsoft Office, Google Suites, and scheduling software
