BROAD FUNCTION:
Responsible for directing and managing the agency's state funded programs and projects to include, the Community Services Block Grant (CSBG), the Low-Income Home Energy Assistance Program (LIHEAP), and the Weatherization Assistance Program within agency service area.
ESSENTIAL DUTIES AND SPECIFIC RESPONSIBILITIES:
1. Provide day-to-day direct supervision of the CSBG/LIHEAP funded managers, Weatherization Coordinator and program administrative staff. Execute supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Cost allocation – 5% CSBG; 5% LIHEAP; 5% Weatherization
2. Responsible for the contractual obligations for the CSBG Programs/Projects Activities. Responsible for determining program needs and planning activities to facilitate needs and goals. Responsible for preparation of work programs and modifications within guidelines of the funding source. Responsible for programmatic coordination with funding source staff. Assist staff with strategies for implementation and execution of program activities to include client recruitment, intake and service delivery in accordance with the programs and clients goals and objectives. As needed, review and approve client applications, services plans and vendor payments to ensure adherence to federal, state and agency policies and procedures.

Responsible for preparation of work programs and modifications within guidelines of the funding source. Responsible for programmatic coordination with funding source staff. Assist staff with strategies for implementation and execution of program activities to include client recruitment, intake and service delivery in accordance with the programs and clients goals and objectives. As needed, review and approve client applications, services plans and vendor payments to ensure adherence to federal, state and agency policies and procedures.

4. Responsible for the contractual obligations and managerial direction for the Weatherization Programs/Projects Activities. Responsible for determining program needs and planning activities to facilitate needs and goals. Responsible for assisting in the preparation of work programs and modifications within guidelines of the funding source. Responsible for programmatic coordination with funding source staff. Assist staff with strategies for implementation and execution of program activities to include client recruitment, intake and service delivery in accordance with the programs goals and objectives. Assist in the development of subcontractor agreements, review and approval of client applications, services plans and vendor payments to ensure adherence to federal, state and agency policies and procedures.

5. Monitor and review computer data base system to ensure records in approved computer systems are accurate and timely per policies and procedures.

6. Review and approve/disapprove purchase orders with support documentation (quotes, registration form, etc.) for all client services purchases. Approve documentation (vouchers, etc.) for financial assistance to be redeemed by vendors. Ensure that subcontractor invoices are accurate and submitted for payment. Maintain and monitor account of each counties’ funding allocation and expenses for reconciliation with monthly reports. Assist with creation and review project budgets and planning activities.

7. Maintain complete and accurate records on program activities per agency procedures/work statement; provide the Executive Director and Finance Director and funders with appropriate statistics for the program, i.e. weekly, monthly, quarterly and annual reports. Submit reports as requested and directed. Compile and develop other reports, i.e. agency annual report, CSBG Annual Report, Customer Satisfaction Reports, etc.

8. Assist in the development of the CSBG/LIHEAP Programs/Projects for application renewal and amendments.

9. Attend agency Board of Directors’ Meetings, as required by the Executive Director and/or Board of Directors. Attend and participate on community agencies boards and committees to establish partnerships with CCA for the coordination of programs services.

10. Other duties as assigned by the Executive Director.

PRE-EMPLOYMENT QUALIFICATIONS:

EDUCATION and/or EXPERIENCE
· A Bachelor’s Degree required in Human/Social Science, Business Administration or related field. Master’s Degree preferred.
· Demonstrated knowledge of human/social service programs available for low-income in five-county service area.
· At least two years experience working with low-income populations in determining program eligibility and providing services and assistance.
· At least two years experience directing and managing anti-poverty programs. Two years managerial and supervisory experience.
· Proven ability to meet, work, and interact with all segments of the community.
· Experience in developing and analyzing reports, correspondence, grant applications, and procedure manuals.
· Demonstrated knowledge and proficient use of MS Office Software Applications, especially Excel, Word and Internet, and demonstrated data entry ability. Ability to learn and use specific software applications applicable to the position, i.e. DBA Fox Pro.
OTHER SKILLS AND ABILITIES
· Ability to operate office equipment that includes desktop computer, printer, calculator, copier, fax machine, multi-key telephone system, scanner, etc.
· Ability to type at least 40 words per minute.
· Ability to calculate figures and amounts such as discounts, interest, averages and proportions, percentages, area circumference, and volume. Ability to apply concepts of basic algebra.
REASONING ABILITY
· Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
LANGUAGE SKILLS
· Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures and government regulations.
· Demonstrated ability to effectively present information and respond to questions in building relationships with all agency partners, clients, stakeholders and the general public.
· Demonstrated ability to compose correspondence, create and interpret reports and procedure manuals.
· Bilengual ability, i.e. Spanish, is preferred.
CERTIFICATES, LICENSES, REGISTRATIONS
· Valid Driver’s License, Proof of Auto Insurance and Reliable Transportation that may be used in the performance of duties.
· Results, Oriented, Management and Accountability Certification or ability to obtain within 1 year of employment in position.
