Position Purpose: Recruits, screens, interviews, trains and ensures that there are qualified substitutes for campus instructional staff and secretaries. Maintain and operate the substitute calling system and all substitute records. Manage all phases of the pre-employment processing. Reconcile, process and submit all substitute payment to the business office. The substitute specialist requires excellent customer service skills and the ability to work effectively on a team.
Qualifications Profile:
· High School Diploma
· Bachelor’s degree preferred with experience in classroom teaching (k-12).
· Experience in Human Resources preferred.
· Experience in recruiting preferred.
· Customer relations experience preferred.
· Staff development experience preferred.
· Two or more years of record keeping experience preferred.

Essential Performance Responsibilities:
· Oversees full operation of the Substitute system.
· Administers training and in processing for all new substitute employees.
· Determine substitute needs by closely monitoring the substitute pool and acceptance of substitute positions.
· Performs background checks and ensures criminal history checks are completed on all substitutes hired.
· Actively recruits for new substitutes.
· Represents professionally and promotes CMSD as an employer of choice to attract and attain quality applicants.
· Coordinates and implements interviewing process for positions.
· Under the direction of the HR Director, hires and terminates substitute employees.
· Work with and provide guidance for administrators on substitute issues.
· Operate and maintain the automated substitute calling system, including data entry and generating reports as needed.
· Provide training to all users of the substitute system to ensure correct utilization.
· Process substitute new hire paperwork, create and maintain physical and electronic personnel files.
· Screen and process substitute applications.
· Schedule and organize substitute orientations. Effectively presents District values and goals, standards of behavior, expectations and information on the substitute management system.
· Monitor long-term substitute, hard to fill substitutes for appropriate pay.
· Create and update a substitute handbook for publication on the District Website.
· Work closely with campuses to process daily/weekly absence reports.
· Work cooperatively with payroll department to process to coordinate all employee leaves and absences entered into the substitute management system.
· Work cooperatively with payroll and other HR staff to ensure accuracy of leave reports and substitute pay.
· Maintain a professional relationship with colleagues and applicants.
· Ensure confidentiality regarding all personnel matters.
· Performs other duties as assigned.
· This position requires a 222 calendar year. It will require flexible days and hours inclusive of but not limited to professional development, hours before and after the regular contracted day/ contractual hours
