What are the responsibilities and job description for the Program Analyst position at Carl T Hayden Veterans' Administration Medical Center?
This is a Project Manager/Analyst under the supervision of the Chief, Programs and Project Management Section of Engineering at the Phoenix VA Healthcare System. It is responsible for the development, implementation, and monitoring of projects/programs with significant scope or complexity related to facility improvement upgrades, facility planning in support of Strategic Capital Improvement Plan, leasing program oversight to include tenant improvement projects for 40,00 GSF or more, etc.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

- Specialized Experience, (GS-11): You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Contract management experience and experience utilizing advance data analytics to interpret and measure program productivity, efficiency, or effectiveness.
- Perform management studies to identify inefficiencies, and recommend solutions to problems or improvement to organizational procedures.
- Interpret, analyze, and apply knowledge of pertinent laws, regulations, and policies in the effective use of programs.
- Assisting management on projects or conducting budgetary analysis and tracking to support operational goals.
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. Duties and responsibilities include, but are not limited to:- Assess the productivity, effectiveness, and efficiency of program operations or to analyze and resolve problems in the staffing, effectiveness and efficiency of administrative support and staff activities.
- Establishing criteria to measure and/or predict the attainment of program or organizational goals and objectives.

- Providing date and analysis of capital asset utilization and space needs as they relate to gaps in clinical, operational, and facility programs.
- Developing related administrative regulations, such as those governing the allocation and distribution of personnel, supplies, equipment, and other resources, or promulgating program guidance for application across organizational lines or in varied geographic locations.
- Evaluation of program effectiveness usually focuses on the delivery of program benefits or services at the operating level.
