CareSpot is seeking a proactive and detail-oriented HR Operations Manager to oversee and manage our DDD programs, human resources functions, recruitment, employee relations, and office administration.
This position plays a key role in ensuring compliance, quality service delivery, and alignment with state and organizational standards. The HR Operations Manager will also lead the implementation and management of the ADP platform (Workforce Now and Time Kiosk) to streamline HR and payroll processes.
The ideal candidate has strong leadership, organizational, and communication skills with the ability to manage multiple priorities in a fast-paced human services environment.

Key Responsibilities
Recruitment & Onboarding
- Manage full-cycle recruitment including job postings, screening, interviewing, and hiring.
- Conduct structured interviews for DDD-specific roles such as Direct Care Workers, Caregivers, Qualified Drivers, and Program Staff.
- Ensure completion of all pre-employment requirements: background checks, reference verifications, and credential validations.
- Oversee onboarding and orientation for new hires, ensuring completion of all required training (Article 9, CPR/First Aid, Prevention & Support, Central Background Check, Criminal History Self-Disclosure, etc.).
- Support the rollout and daily use of ADP Workforce Now and ADP Time Kiosk systems.
Human Resources Administration
- Maintain accurate, confidential employee records in compliance with DDD, DES, and HIPAA requirements.
- Track staff training, certifications, and license renewals to ensure regulatory compliance.
- Implement and monitor HR policies and procedures aligned with state standards and company culture.
- Support employee relations, performance management, and disciplinary actions.
- Identify and implement process improvements to enhance HR efficiency and service quality.
Office & Operations Management
- Oversee daily office operations, ensuring an efficient, organized, and professional environment.
- Support leadership in strategic planning, coordination, and continuous improvement initiatives.
- Manage facilities, maintenance, inventory, and supply chain processes.
Compliance & Reporting
- Ensure full compliance with DES/DDD regulations, HIPAA, and internal company policies.
- Prepare compliance reports, HR metrics, and audit documentation.
- Participate in inspections, audits, and quality assurance initiatives.
Communication & Coordination
- Act as a liaison between internal departments, families, and executive leadership.
- Communicate company updates, new policies, and expectations clearly and effectively.
- Collaborate with IT and Finance teams on cross-departmental projects.
Qualifications
Education:
- Associate’s degree in human resources, Business Administration, or related field required.
- Bachelor’s degree preferred.
Experience:
- Minimum 2–3 years of experience in operations or program management, preferably in a healthcare or DDD setting.
- Proven experience in HR, recruiting, and office management.
- Prior experience in DDD, behavioral health, or healthcare strongly preferred.
Knowledge of:
- Arizona DES/DDD policies, AHCCCS requirements, and provider documentation.
