PURPOSE:

This role leads complex, highvalue sourcing initiatives and owns the development and execution of sourcing strategies that drive meaningful commercial outcomes across key spend areas. The Sourcing Manager brings demonstrated success negotiating and structuring enterpriselevel agreements, leading complex sourcing events (including IT and professional services), and operating within federally regulated or highly governed environments. Operating with a high degree of autonomy, this role manages a team of Senior Sourcing Associates and serves as the primary interface with business stakeholders and suppliers. The position is accountable for challenging assumptions, optimizing commercial value, ensuring disciplined execution, and developing team capability to deliver sustained sourcing impact.

Essential Functions

  • Leads and oversees end-to-end sourcing for complex and high-impact sourcing initiatives while directing the day-to-day activities of a team of Senior Sourcing Associates. Partners with business stakeholders and procurement leadership to shape and refine project objectives, requirements, and sourcing approaches, particularly in situations where requirements may be incomplete or evolving. Develops and owns sourcing strategies, including supplier approach, evaluation criteria, and negotiation planning. Actively challenges assumptions and pushes back on suboptimal or late-stage requests to drive stronger commercial outcomes. Drives accountability across stakeholders, suppliers, and team members to ensure sourcing events are executed effectively and within established timelines. In addition, this role is responsible for coaching and developing team members, providing guidance on sourcing strategies, negotiation approaches and execution quality.
  • Leads complex supplier negotiations and deal structuring to optimize cost, risk, and long-term value. Serves as the primary liaison between business stakeholders, suppliers, legal, and risk teams to ensure alignment throughout the negotiation and contracting process. Identifies negotiation levers beyond price, including contract structure, commercial terms, and service levels, and applies these to improve overall deal outcomes. Provides guidance and oversight to team members during negotiations and contracting activities, ensuring consistency and quality. Anticipates and mitigates contractual, financial, and regulatory risks while ensuring adherence to corporate purchasing policies and applicable Federal Government regulations.
  • Drives supplier and commercial optimization by leveraging market intelligence, supplier insights, and proactive renewal planning. Evaluates supplier performance, pricing, and service delivery to identify opportunities for cost savings, improved service levels, and renegotiation. Ensures forward-looking planning for renewals and major sourcing events to avoid reactive or last-minute engagements. Analyzes service and product offerings to support informed decision-making and resolves contract or invoice-related issues as needed. Leads broader sourcing, contracting, and supplier management activities to ensure continuity and value delivery across the procurement lifecycle.

Supervisory Responsibility

This position manages people.

Qualifications

Education Level: Bachelor's Degree in Business Administration or a relevant field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.

Experience: 5 years in sourcing, procurement, or supplier development.1 year supervisory or progressive leadership.

Knowledge, Skills And Abilities (KSAs)

  • Ability to multi-task, manage multiple customer service demands from internal and external customers, prioritize and work in an extremely fast-paced environment.
  • Excellent project & time management skills including but not limited to risk assessment, workplan development and management.
  • Ability to toggle between strategic and detail orientated thinking.
  • Able to apply complex problem-solving abilities to achieve problem and process solutions.
  • Proficient with Microsoft Windows and Office applications, particularly Microsoft Excel.
  • Proficient with SAP Ariba or similar procurement automation systems (Coopa, Workday, Oracle, etc.).
  • Flexibility to adapt to dynamic and rapidly changing environments.
  • Effective presentation, negotiation and influencing skills to interface with all levels of management and suppliers.
  • Strong interpersonal communication and able to build relationships across the organization.
  • Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.

Salary Range: $108,480 - $201,366

This compensation range is specific and considers factors such as (but not limited to) the scope and responsibilities of the position, the candidate's work experience, education/training, internal peer equity, and market and business consideration.
