Position Summary:
- The Project Controls Analyst II provides cost and/or schedule control support to the Electric Delivery Project Management group for major projects.
- This role requires strong skills in costing, planning, and scheduling, along with the ability to effectively communicate with internal teams and external departments.
- The role may focus on cost control, schedule control, or a combination of both depending on project and departmental requirements.
- Advancement is based on performance, qualifications, and business needs rather than tenure.
Primary Duties and Responsibilities:
General Project Controls Responsibilities (All Levels)
- Manage, revise, and maintain detailed project cost estimates/forecasts covering all phases of execution (engineering, procurement, construction, startup).
- Track and analyze project costs including budgets, commitments, actuals, accruals, and forecasts.
- Conduct cost variance, forecast-to-budget, and risk analyses.
- Assist in preparing detailed project budgets and cash flow projections.
- Review and validate estimates developed by others to ensure scope and accuracy.
- Produce cost forecasts (total, annual, monthly) with variance explanations.
- Interface with Procurement, Accounting, Regulatory, Legal, and Risk Management teams to ensure compliance with corporate and regulatory requirements.
- Support project-related public outreach activities, including occasional after-hours public meetings.
Project Controls Analyst II – Senior-Level Responsibilities:
- Develop project budgets from estimates and execution plans, and prepare cash flow projections.
- Support project estimate development and validation to ensure accuracy and scope alignment.
- Participate in bid reviews to ensure cost control requirements are included in contracts and purchase orders.
- Forecast engineering and construction resource requirements.
- Ensure proper resource loading and application of Critical Path Method (CPM) scheduling. Recommend schedule improvements and corrective actions.
- Develop and update project schedules, performing schedule risk analyses throughout project lifecycle.
- Provide guidance and assist in training junior analysts as needed.
- Manage multiple responsibilities with accountability for results.
- Availability for overtime work when required.
- Limited out-of-town travel as project demands require.
Qualifications:
Education:
- Required: High School Diploma or GED.
- Preferred: Bachelor’s degree in Accounting, Finance, Engineering, Construction Management, or a related field from an accredited institution.
Experience:
- Required:
- Minimum 2–3 years as a Project Controls Analyst I, or at least 10 years of progressive work experience related to project controls (cost and/or scheduling), including at least 2 years in engineering or construction project environments.
- College education may substitute for part of the experience requirement.
- Preferred: Experience in utility, energy, or large-scale infrastructure projects.
Knowledge, Skills, and Abilities (Required):
- Demonstrated independence and expertise in project controls functions.
- Proficiency in budget, cost forecasting, cash flow, and/or schedule development.
- Familiarity with project management and scheduling software (e.g., Primavera P6, MS Project, or equivalent).
