Job Summary

The Grant Specialist supports internal stakeholders and the Sponsored Programs Office related to the guidance/development of quality proposals, ensuring compliance with sponsor and Care New England (CNE) guidelines, and maintaining thorough documentation of all proposals, including approvals, before submission in the appropriate portal and the fiscal, administrative, and regulatory management of grants, contract, and sponsored programs from award receipt through closeout. This position works closely with internal and external stakeholders to provide both pre and post-award services of grants and contracts.

The successful applicant must function well in a high workload environment requiring prioritizing and meeting deadlines; taking initiative, exercising independent judgment and discretion; being detail-oriented; and being able to communicate effectively, both orally and in writing. Further duties and responsibilities may be assigned based on the needs and goals of the department and CNE system.

Duties & Responsibilities

JOB QUALIFICATIONS AND REQUIREMENTS

  • APPLICATION OF KNOWLEDGE
    • Effectively assess and complete pre-award activities; plan, coordinate, process, and submit proposals, contracts, and post-award activities for the sponsored programs community; and plan, coordinate, and process post-award transactions.
    • Work collaboratively and effectively with the sponsored projects community.
    • Ensure that sponsor, CNE, department policies, procedures, rules, and regulations are observed and followed.
    • Conduct clear and concise communications supporting the sponsored projects mission.
    • Manage sponsored projects pre-award activities utilizing critical thinking, problem solving, independent initiatives, facilitating interdisciplinary team proposals and post-award activities utilizing critical thinking, problem solving, independent initiatives, facilitating interdisciplinary teamwork.
    • Serve as pre-award and post-award resource to sponsored programs community on federal, industry, state, non-profit proposals as assigned.
    • Participate as a team member on selected projects.
    • Effectively fosters own personal and professional growth through a variety of educational and professional strategies.
    • Maintains accurate records of assigned sponsored projects activities.
    • KNOWLEDGE & SKILLS

    Demonstrate a specialized level of knowledge and thorough understanding of the practices/procedures related to:
    • Funding opportunity announcement/solicitation review and interpretation
    • Proposal development and submission best practices
    • Sponsored project budget development
    • Sub-recipient monitoring and issuance requirements
    • Federal prior approval requirements
    • Research Performance Progress Reports
    • Common sponsored project contract clauses
    • Interpretation and compliance with sponsor award terms and conditions
    • Award management and accounting best practices, including CNE policy, procedure, and federal cost principles
    • Federal prior approval requirements
    • Federal, state, and sponsor reporting requirements
    • Sponsored project budget monitoring and reporting
Demonstrate a working knowledge and solid understanding of the practices/procedures related to (not all-inclusive):

  • Uniform Guidance, 2 CFR 200, Federal Acquisition Regulations, 45 CFR 75
  • National Institutes of Health Grants Policy Statement
  • Department of Health and Human Services Grants Policy Statement
  • Other federal grant policies as needed (e.g., NSF PAPPG in rare circumstances)
  • CNE and department policies and procedures
  • PLANNING & DECISION MAKING
    • Effectively plan work, considering time, deadlines, and support/resources required from other individuals and departments.
    • Provide input or specifies necessary figures, data, or guidance as needed.
    • Complete job responsibilities within required timeframe, according to established schedules or workflow requirements.
    • Display an ability to evaluate areas in need of improvement and effectively communicates to department leadership.
    • Review and assess information before making decisions and solving problems.
    • Use proper judgment and knowledge of established practices and procedures when addressing problems or issues.

Knowledge, Skills, & Abilities

  • Experience in research, clinical trial, or hospital administration.
  • Experience using research administration systems, including, but not limited to, federal government portals such as grants.gov.
  • Experience facilitating interdisciplinary team proposals.
  • Evidence of ability to work independently.
  • Evidence of problem-solving skills.
  • Evidence of the ability to take initiative.
