What are the responsibilities and job description for the Sexual Assault Prevention Specialist position at CARE Healing Center?

Founded in 1978, the CARE Healing Center is the designated provider of sexual assault support services for Carroll County. Our mission is to provide hope, healing and empowerment to all survivors of sexual violence and their loved ones through counseling, advocacy, resources and education.

Employment Status: 35 hours/week, Salaried position/Exempt. Position contingent upon grant funding availability. Flexible hours to meet presentation requirements; evenings/weekend hours as needed.

Serving on CARE’s Outreach Team, the Prevention Specialist is a collaborative team partner in the development, delivery, and evaluation of the agency’s prevention programs and will support CARE’s prevention initiatives through program delivery, community engagement, and grant-related responsibilities. The Prevention Specialist will implement evidence-based programs, collaborate with community partners, and contribute to CARE’s mission of preventing sexual violence and human trafficking through education, outreach, and advocacy. This position will have occasional evening and weekend hours. Employees will need to have access to transportation to meet with community partners. Employees are required to submit to a criminal and child abuse background check. This is a grant-funded position. Continuation of employment is dependent upon the renewal and availability of grant funds.

Essential Duties

Below are best practices and measurable activities that the Prevention Specialist will be expected to use to meet the criteria and outcomes of their work.

1. Program Coordination 

The Prevention Specialist will assist with the development of annual and short-term programs and will gain access to key stakeholders for each program, engage stakeholders in problem-solving for their unique communities and institutions, build buy-in with key partners, deliver needs assessments, organize program events and components, deliver trainings, and collect post-evaluation data, according to the grant-approved work plans. They will provide advocacy and support during the implementation of program work, which includes responsive communication, reliable scheduling, and access to necessary materials.

2. Community Member Engagement

The Prevention Specialist will collaborate and conduct outreach with key stakeholders within targeted communities. The Prevention Specialist will use the social-ecological model as a guide to reach community-level primary prevention, and value the intersections of our communities lived experiences to inform outreach and marketing plans.

3. Training & Education

The Prevention Specialist will follow all curriculum guidelines and program fidelity as provided by the Clinical Director. The delivery and facilitation of program trainings require ample preparation of materials, scripts, space, and thorough understanding of the program outcomes & deliverables.

Community Education & Programming: The Outreach Team will develop and deliver other program requests to community members, to engage them in social norms change, bystander intervention, and primary prevention within the industry.

4. Evaluation of Current Practices, Research Emerging Practices, Innovation, and Improvement 

The Prevention Specialist will monitor interactions with all community members to qualitatively evaluate the effectiveness of each activity and program. Through this data collection, the Prevention Specialist will identify gaps and collaborate with the Outreach team and community partners to address needs. The Prevention Specialist will engage with other practitioners to stay informed about efforts elsewhere and maintain status as an expert in the field of sexual violence and violence prevention from a public health perspective.

5. Crisis Intervention 

The Prevention Team provides crisis intervention, support, and referral services on the hotline and as needed throughout the day, in collaboration with the rest of the staff. The Prevention Specialist will participate in on-call rotation to advocate for crisis clients.

The Prevention Specialist is identified as a mandated reporter, which adheres to Maryland State guidelines for reporting disclosures of sexual assault and harm against a child or vulnerable

adults. For specific policy and procedures for reporting, the Prevention Specialist should consult with the Clinical Director.

EDUCATION AND EXPERIENCE

· Bachelor’s Degree in Human Services, Communications, Social Work, Education, Psychology, or other related discipline.

· Minimum two years’ experience working in related environment.

KNOWLEDGE, SKILLS AND ABILITIES

· Excellent oral and written communication skills.

· Public speaking and/or training experience preferred.

· Must be organized and able to meet and manage scheduling demands.

· Thorough understanding of sexual assault, trauma, domestic violence, dating violence, human trafficking and related issues.

· Thorough understanding and knowledge of diverse communities, underserved populations, inclusivity, and accessibility.

· Ability to build a learning environment that is conducive to learning and appropriate to the audience. Experience facilitating evidenced-based programs, preferred.

· Competency in word processing and presentation software; database experience helpful.

· Must be able to respond within one hour for Carroll Hospital Accompaniments.

· Ability to work flexible schedule including days, evenings, and occasional weekends.

· Must possess valid driver’s license and have access to reliable, insured vehicle.

· Must pass criminal background check (conducted every three years).
