Job Title: Project Manager
Reports to: Director / VP, Project Delivery
Interacts with: Client PMO, Business Stakeholders, Product, Engineering, QA, DevOps, Training, Support
FLSA Status: Exempt
Work Mode: Remote / Hybrid
The Project Manager will lead full lifecycle software implementation projects using Agile, Hybrid Agile, and government delivery frameworks. This role requires strong ownership, structured communication, and experience managing digital transformation projects within state or local government environments. The Project Manager will coordinate cross-functional teams, manage schedules, risks, and dependencies, and ensure high-quality delivery of Cardinality’s case management solutions.
Responsibilities:
1. Lead end-to-end project delivery from initiation through go-live and stabilization.
2. Collaborate with government agency stakeholders to define scope, backlog, risks, dependencies, and success criteria.
3. Serve as the primary point of contact for client PMO, business sponsors, and external vendors.
4. Develop, manage, and track project plans, schedules, and milestones using standard tools and methodologies.
5. Facilitate Agile ceremonies, including sprint planning, stand-ups, reviews, and retrospectives.
6. Prepare and maintain project documentation, status reports, and communication artifacts.
7. Track risks, issues, dependencies, and action items using Jira, MS Project, or similar tools.
8. Coordinate with analysts, technical leads, QA, DevOps, training, and support teams to ensure alignment.
9. Support UAT planning, deployment planning, and organizational change management.
10. Lead governance checkpoints, project meetings, and stakeholder reviews.
11. Resolve delivery challenges with internal SMEs and vendor partners.
12. Mentor junior team members and promote delivery best practices.
Skills & Competencies:
- Strong working knowledge of Waterfall, Agile, and Hybrid delivery models.
- Excellent stakeholder management, communication, and cross-team collaboration skills.
- Proficiency with project management and collaboration tools (Jira, Confluence, MS Project).
- Understanding of SDLC, software implementation methods, and government program structures.
- Ability to manage shifting priorities and maintain project momentum.
- Strong analytical and problem-solving skills with a proactive, ownership-driven mindset.
Qualifications Required:
- 8 years of experience managing software delivery or implementation projects.
- Experience delivering solutions for US public sector/government agencies (SLED experience preferred).
- Experience leading digital transformation or SaaS implementations.
- Knowledge of health, human services, public health, or related government program systems.
- Demonstrated success managing customer-facing delivery across multiple teams.
Preferred:
- PMP, PMI-ACP, or Certified Scrum Master (CSM).
- Experience working with state agencies, system integrators, or enterprise public sector programs.
- Background in human services, public health, or government modernization initiatives.
