City of Carbondale, IllinoisJob Opening Announcement/Job DescriptionTitle: Accounting ManagerDept/Div: Finance/Financial ManagementNature of Work: This is a regular, full-time professional position in the Finance Department responsible for a wide range of accounting and administrative work, including maintaining the City's accounting records, budgetary, and other financial systems.

The Accounting Manager is responsible for supervising employees in the Accounting Division. This position reports directly to; is supervised and evaluated by the Finance Director.


Essential Duties:

Perform, administratively review, and supervise the Accounting Division operations that include: payroll and related taxes and fringe benefits; accounts payable; accounts receivable; general ledger; cash and investment transactions; bank reconciliation; journal entries; fixed asset inventories and transactions; travel vouchers; Fire & Police pension fund accounting and State Motor Fuel Tax records and accounting.

Perform preparation and coordination of financial workpapers and schedules required for the annual City audit and coordination of the Annual Comprehensive Financial Report (ACFR) preparation for submission to the Government Finance Officers Association(GFOA) for the Certificate of Achievement in Financial Reporting program.

Assist with and prepare schedules,workpapers, and cost scenarios, including but not limited to employee wages and benefits, debt service, divisional work papers, and statistical analysis for the preparation of the Annual City Budget for submission to the GFOA Distinguished Budget Presentation Award.

Prepare interim financial statements, surveys, and grant reports required by other governmental units and agencies.


Perform general accounting tasks, including:

distribute real estate and corporate replacement taxes to subsidiary public bodies; review and record the monthly financial transactions submitted by the Public Library; prepare wire transfers for vendor payments, including bond principal and interest payments, and transfer funds by wire to and from cash investment accounts.

Provide guidance and technical support to the Finance Department staff and other City departments, including payroll processing, project and labor costing, grant financial reporting and billing, and general ledger and accounting systems data processing applications.

Assist, guide, mentor, supervise, and evaluate three accounting staff positions:
Senior Accountant, Accounting Specialist-Accounts Payable, Accounting Specialist-Payroll.

Perform and assist with special projects for the Finance Director, including the development of new computer applications; prepare the Finance Department annual budget request, assist with the five-year projected operating budget; and maintain current laws, rules, and regulations pertaining to State and Federal income and payroll taxes, Governmental Accounting Standards Board (GASB) guidelines, and General Accepted Accounting Principles (GAAP).Attend in-person and virtual meetings, make telephone calls, make office visits, and write correspondence to communicate with individuals and organizations as necessary to perform assigned duties effectively.

Maintain accurate and complete records for all functions; prepare reports, City Council agenda items, and other documentation and written material as needed.

Use tact and good judgment, and employ strong interpersonal skills when interacting with co-workers, community members, agencies, and organizations; work effectively both independently and as a team member.

Drive City and personal vehicles; use office equipment such as personal computers, calculators, and copy machines; effectively communicate orally over the telephone; and make oral and written presentations to effectively perform assigned duties.

Act in the place of the Finance Director during absences.

Perform other duties that are related to the overall operation of the Finance Department as assigned

Work Environment:

Work is usually performed in an office setting, but may require the occasional operation of a vehicle during the course of the workday, in a variety of weather conditions, to attend meetings or meet with public and private officials.


Physical Demands:

Work is usually sedentary, with occasional walking, climbing stairs if elevators are not available, reaching, bending, lifting, and carrying objects under 25 pounds, or minimal physical activity.

Work requires the ability to sit for extended periods, to occasionally operate personal computers or calculators, and to perceive and/or discriminate colors, sounds, depth, and texture.


Minimum Acceptable Qualifications:

Graduation from a 4-year college or university with a Bachelor's Degree in accounting, plus either 4years' experience as an accountant or 2 years' experience in governmental accounting or governmental auditing.

Generalknowledge ofcomputer systems as it pertains to applications inaccountingsystems.
Proficient in the use of Excel and other Microsoft Office applications for reports, audit, and budget workpapers, and analysis. Must have or obtain and maintain a valid Illinois driver's license. Satisfactory background check, including a credit check, is required. A Certified Public Accountant or a Certified Public Finance Officer is preferred but not required.
Residency Boundary Requirement (Residency within the City's "20-mile boundary" is required within six months of employment.)
