This position serves as a Team Leader to twelve or more employees in accomplishing Transportation department duties in the Transportation unit, Facility Management Department of the Facility Support Directorate located in the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, IL.

Qualifications:

This position includes a Selective Placement Factor (skill, knowledge, or ability or other worker characteristic basic to - and essential for - satisfactory performance on the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

The Selective Placement Factor for this position is: a current and valid state-issued Class A or B Commercial Driver's License (CDL) with P (Passenger) endorsement.

English Language Proficiency: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English.

Physical Effort: Incumbents must have muscular and visual coordination, rapid reflexes, and depth and field of vision must be within normal limits. Must be capable of lifting, carrying, and moving heavy loads weighing up to fifty pounds without assistance while employing correct lifting procedures. Hand trucks, dollies and other workers are available for assistance with lifting, carrying, and moving heavy loads weighing more than fifty pounds. Must also be able to stop, climb, stand, walk, squat and kneel to accomplish assigned work tasks.

Working Conditions: Work is performed outdoors in all kinds of weather. Emergency repair work to vehicle may expose the operator to all types of climatic conditions as well as for the hazards of traffic.

Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

Major duties and responsibilities include:
  • Serves as a Team Leader to twelve or more employees in accomplishing Transportation department duties.
  • Receives work assignments from supervisors and passes on to team members and initiates work.
  • Works along with team members, setting the pace.
  • Ensures that all required paperwork is filled out correctly and turned in each day for all vehicles that the Transporation department is responsible for.
  • When required, operates automatic and/or standard transmission system passenger vehicles, Cargo Trucks, Buses and all other vehicles within the Medical Center with up to 32,000lbs GVWR to transport cargo and passengers on a daily basis.
  • Directly oversees the vehicle management program for 115 plus vehicles insuring all paperwork and reports are complete, accurate and turned into the supervisor in a timely manner.
  • Monitors the GSA fleet card and VA fleet card program.
  • Services assigned vehicles (checks gas, oil, window washing solution, transmission fluid, tires, battery, etc.) prior to leaving on assigned trips.
  • Loads equipment, supplies, materials, recyclables, waste materials, etc. in such a manner as to ensure weights are equally distributed to prevent load shifting.
  • Operates 2-way radio unit and/or car phones, maintaining communication between vehicle and supervisor.
  • Accurately documents trip tickets and weight, vehicle mileage and oil logs. Correctly records amounts of fuel used to service vehicles on required designated forms.
  • Performs other duties as assigned.

Work Schedule: Monday-Friday 7:00am-3:30pm

Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment.
