We are seeking an experienced Systems Engineer to lead architecture development, capability management, and technical baseline evolution for the Guam Defense (GDS). This role focuses on defining, integrating, and maintaining system-level and cross-system requirements while supporting capability-based planning and test objective development across the GDS enterprise.
Key Responsibilities
- Lead development and maintenance of the GDS architecture, ensuring alignment with joint operational concepts, capability requirements, and interoperability standards.
- Manage the GDS capability portfolio and develop a structured capability roadmap that informs future system evolution and acquisition planning.
- Develop, decompose, and allocate system-of-systems (SoS) requirements to individual programs and elements, ensuring traceability across the architecture and technical baseline.
- Establish and maintain the GDS technical baseline, integrating updates from participating programs and Service components.
- Support definition and prioritization of test objectives for developmental, operational, and joint-level events to validate SoS-level capabilities and performance.
- Conduct architecture trades, capability gap analyses, and technical risk assessments to support programmatic decisions.
- Coordinate with mission engineering, modeling and simulation, and test teams to ensure alignment between architecture products, requirements, and test objectives.
- Support Integrated Product Teams (IPTs), architecture reviews, and capability synchronization meetings across joint stakeholders.
- Provide expert technical input to acquisition, integration, and fielding strategies that impact the GDS.
- Experience with Guam Defense systems and cross-domain mission integration.
- Understanding of capability-based planning, technical baseline management, and configuration control processes.
- Strong communication and collaboration skills, with ability to work effectively across multi-agency teams.
- Demonstrated ability to translate operational needs into technical requirements and architecture products.
- Experience supporting technical reviews, risk assessments, and capability portfolio synchronization events.
