General Summary

The Procurement Manager for the Aggregates Division is responsible for leading all sourcing, purchasing, and vendor management activities across multiple plant locations. This position ensures the timely and cost-effective procurement of parts, equipment, and services that support production, maintenance, and operational reliability. The role focuses on developing supplier partnerships, improving procurement practices, enforcing contract standards, and delivering value through strategic sourcing.

Principal Duties and Accountabilities (Essential Functions)

* Lead the end-to-end procurement process for the division, including sourcing, negotiation, and purchase order creation.
* Partner with plant managers, maintenance supervisors, and foremen to identify purchasing needs and ensure availability of critical parts and services.
* Develop, maintain, and evaluate vendor relationships to improve cost competitiveness, service quality, and delivery performance.
* Solicit quotes and compare vendor options for compliance with specifications, pricing, lead time, and terms.
* Execute purchase agreements and service contracts in alignment with company policies and legal standards.
* Monitor budget adherence and support cost control initiatives by analyzing purchasing patterns and identifying savings opportunities.
* Enforce use of standard procurement processes and approval workflows, ensuring alignment with internal controls.
* Maintain accurate procurement documentation including requisitions, quotes, purchase orders, and delivery confirmations.
* Collaborate with finance, safety, and operational leaders to ensure proper cost coding, risk mitigation, and supplier accountability.
* Resolve procurement-related issues such as delays, quality discrepancies, or invoice discrepancies with professionalism and urgency.
* Support capital project procurement efforts as needed, including large equipment purchases and contractor onboarding.
* Actively promote and participate in divisional safety and compliance programs.

Required Skills and Abilities
* Excellent negotiation, contract interpretation, and communication skills.
* Strong analytical and organizational abilities with attention to detail.
* Ability to manage multiple priorities, vendors, and deadlines across a geographically distributed operation.
* Proficiency in Microsoft Office Suite, especially Excel and Outlook.
* Working knowledge of ERP systems; SAP experience preferred.
* Ability to build credibility and collaborate effectively with internal stakeholders and external suppliers.
* Capable of resolving procurement challenges in a timely and solutions-oriented manner.
* Highly self-motivated with the ability to work independently.
Education & Experience
* Bachelor's degree in Business Administration, Supply Chain Management, Accounting, or related field is preferred.
* Minimum of 3 years of experience in procurement, strategic sourcing, or supply chain in an industrial or construction environment.
* Experience supporting field operations in aggregates, mining, construction materials, or heavy equipment preferred.
* Prior experience in contract negotiation and vendor performance management is highly desirable.
Other Qualifications
* Must be safety-minded and able to operate in a fast-paced, field-driven work environment.
* Willingness to travel to plant sites within the division, including occasional overnight stays.
* Ability to abide by all company safety and ethics policies.
* Must possess a valid driver's license.
Work Environment

While performing the duties of this role, the employee will work in both office and field-based environments. The position involves regular visits to aggregate plant sites, where the employee may be exposed to moving equipment, dusty conditions, uneven terrain, and outdoor weather. The office environment is well-lit and climate controlled.

* Ability to travel between plant sites and walk through rugged terrain.
* Must be able to lift items weighing up to 25 pounds occasionally.
* Ability to sit or stand for extended periods of time and use a computer frequently.
* Capability to climb stairs, work at heights, and enter plant areas as needed for procurement coordination.
* Must be able to wear required personal protective equipment including safety glasses, hard hats, hearing protection, gloves, and steel-toed boots.
* Ability to remain aware of surroundings and communicate clear.
