CRW has an extensive 10 year, 100 million-dollar Capital Improvement Plan for its water, wastewater, stormwater/green linear infrastructure. This position will support the design, permitting, bidding, and construction of these linear asset improvements under the guidance of the Project Manager, Vice President of Engineering, and Senior Leadership.
The Assistant Project Manager is responsible for supporting the Engineering Department capital improvement program implementation functions as well as coordinating and assisting with administering CRW’s LCRR initiative to meet continued compliance.
Project & Design Support
- Assist with planning, design, permitting, and construction of infrastructure projects
- Support capital improvement projects involving water, wastewater, and stormwater systems
- Participate in design meetings and contribute to project documentation
- Assist in drafting project specifications
Coordination & Communication
- Coordinate with internal teams and external consultants
- Support the management of design documents, CCTV data, and engineering reports
- Assist in facilitating project meetings and tracking progress
Compliance & Review
- Assist with land development reviews for utility and stormwater compliance
- Support regulatory compliance efforts, including LCRR initiatives
- Help ensure projects meet local, state, and federal requirements
Required experience:
- Minimum of two (2) years of relevant experience in environmental engineering, preferably related to water, wastewater, or stormwater infrastructure
- Knowledge of Civil and Environmental Engineering principles, including public drinking water, wastewater and stormwater systems.
- Knowledge of project management principles as they relate to public drinking water, wastewater and stormwater infrastructure, street restoration and development projects.
- Knowledge of regulatory requirements (PADEP, EPA) including Lead and Copper Rule (LCRR) and inventory experience preferred.
- Knowledge of MS4 (Municipal Separate Storm Sewer System) permits requirements and compliance processes preferred.
- Knowledge of permit application processes, including Highway Occupancy Permits and PennDOT project requirements preferred.
- Experience with Construction Administration and Project Management
- Knowledge of land development processes, including reviewing plans for stormwater and utility (water and wastewater) connections. Familiarity with City of Harrisburg/CRW a plus.

- Strong communication and interpersonal skills with the ability to coordinate with internal teams, consultants, municipalities and external stakeholders
- Proficient in reading and interpreting engineering and/or architectural design plans.
- Ability to manage and track project data and documentation with a high level of accuracy.
- Ability to adapt to changing project requirements and regulatory standards.
- Proficiency with AutoCAD
Required Education:
- B.S. in Civil Engineering with a concentration in Environmental Engineering or related field (focus on Drinking Water, Wastewater, and Stormwater conveyance and treatment preferred)
- Engineer In Training (EIT) certification required.
- Working towards Professional Engineer (PE) licensure in Pennsylvania (CRW offers support for licensure)
