Scope of Work:

Capio Group is looking for an experienced Test Lead to work as part of the team supporting a large-scale information technology modernization initiative to replace an approximately 30-year-old legacy system. The existing solution uses a PowerBuilder application with an Oracle database and supports the appointment and regulation of notaries public as well as the processing of Apostilles. The new solution will be a modern, cloud-based platform designed to digitize and streamline these services while supporting secure online capabilities, external integrations, Remote Online Notarization requirements, and future statutory and operational changes. The project encompasses the planning, architecture, design, development/configuration, testing, integration, data migration, implementation, training, stabilization, maintenance, and operational support of the system. The complete solution will include user interfaces, data models and databases, secure integration mechanisms and APIs, re-engineered business processes, system documentation, training materials, and ongoing support mechanisms. Project activities will involve supporting a hybrid Agile implementation delivered through multiple Program Increments, working collaboratively with client business and technical stakeholders, external partners, and other project participants.

The Test Lead will be responsible for tasks including but not limited to:

• Leading testing activities with internal and external stakeholders
• Ensuring on-schedule performance of all test planning, execution, and review activities
• Ensuring that all system design, development, and testing activities comply with Contract requirements
• Overseeing and monitoring the analysis, design, development, unit testing, system testing, integration testing, user acceptance testing, accessibility testing, load testing, performance testing, and validating production release, as needed
• Overseeing and monitoring the development, execution, and updating of regression test scripts. Ensuring that defect fixes are reflected accurately in the appropriate Deliverable documentation
• Overseeing all testing activities during Program Increments
• Preparing and reviewing the Hybrid agile-based test strategy/plans and testing teams
• Coordinating security and penetration testing
• Collaborating with the client Team, as needed
• Identifying and proactively bringing forward issue resolution options
  
  

Mandatory Experience:

• Within the last ten (10) years, must have at least three (3) years of experience as the Test Lead or similar lead role/title on one or more ***Qualifying Software Solution implementation projects
• A Qualifying Software Solution must meet all of the following attributes:
• At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations;
• A solution that can accommodate at least twenty (20) internal end users;
• A solution that provides a public website with at least one hundred thousand (100,000) external user logins;
• A solution that manages highly confidential data and Personal Identifying Information; and
• A solution that provides a secure data exchange interface with external system(s)
• Within the last ten (10) years, must have at least three (3) years of experience in agile or hybrid agile SDLC methodology or similar development methodology
• Within the last ten (10) years, must have at least three (3) years of experience as the Test Lead or similar lead role/title with automated testing on one or more ***Qualifying Software Solution implementation projects
• A Qualifying Software Solution must meet all of the following attributes:
• At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations;
• A solution that can accommodate at least twenty (20) internal end users;
• A solution that provides a public website with at least one hundred thousand (100,000) external user logins;
• A solution that manages highly confidential data and Personal Identifying Information; and
• A solution that provides a secure data exchange interface with external system(s)
• Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. In addition, you must be able to submit completed reference forms when requested. Each reference form must be signed by the referenced individual. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role
  
  

Desirable Experience:

• Within the last ten (10) years, must have at least three (3) years of experience in developing and coordinating testing among internal and external stakeholders
• Within the last ten (10) years, must have at least two (2) years of experience on a project that supported government agency User Acceptance Testing on a ***Qualifying Software Solution implementation
• A Qualifying Software Solution must meet all of the following attributes:
• At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations;
• A solution that can accommodate at least twenty (20) internal end users;
• A solution that provides a public website with at least one hundred thousand (100,000) external user logins;
• A solution that manages highly confidential data and Personal Identifying Information; and
• A solution that provides a secure data exchange interface with external system(s)
• Within the last ten (10) years, must have at least two (2) years of experience planning and executing performance testing on a ***Qualifying Software Solution
• A Qualifying Software Solution must meet all of the following attributes:
• At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations;
• A solution that can accommodate at least twenty (20) internal end users;
• A solution that provides a public website with at least one hundred thousand (100,000) external user logins;
• A solution that manages highly confidential data and Personal Identifying Information; and
• A solution that provides a secure data exchange interface with external system(s)
• Within the last ten (10) years, must have experience collaborating with business users on a ***Qualifying Software Solution developing system test scenarios or test cases before initiating development of individual features
• A Qualifying Software Solution must meet all of the following attributes:
• At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations;
• A solution that can accommodate at least twenty (20) internal end users;
• A solution that provides a public website with at least one hundred thousand (100,000) external user logins;
• A solution that manages highly confidential data and Personal Identifying Information; and
• A solution that provides a secure data exchange interface with external system(s)
• Within the last ten (10) years, must have at least two (2) years of experience in user interface acceptance testing on a ***Qualifying Software Solution
• A Qualifying Software Solution must meet all of the following attributes:
• At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations;
• A solution that can accommodate at least twenty (20) internal end users;
• A solution that provides a public website with at least one hundred thousand (100,000) external user logins;
• A solution that manages highly confidential data and Personal Identifying Information; and
• A solution that provides a secure data exchange interface with external system(s)
• Within the last ten (10) years, must have at least two (2) years of experience in accessibility compliance testing on a ***Qualifying Software Solution
• A Qualifying Software Solution must meet all of the following attributes:
• At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations;
• A solution that can accommodate at least twenty (20) internal end users;
• A solution that provides a public website with at least one hundred thousand (100,000) external user logins;
• A solution that manages highly confidential data and Personal Identifying Information; and
