Summary

Assist in developing, implementing and evaluating the Health System's Safety program to eliminate unsafe conditions or behaviors and minimize injuries and workers' compensation costs. Conduct daily safety surveillance activity. Investigate and report employee injuries. Implement programs relating to general safety, fire protection, accident prevention and accident investigation. Maintains compliance with Joint Commission standards relating to safety, hazardous materials and waste and fire safety. Provides initial and refresher training to staff involved in hazardous materials and waste handling. Maintains liaison with local, regional and state emergency hazardous materials response agencies.

Major Job Functions

The following is a summary of the major essential functions of this job. The incumbent may perform other duties, both major and minor, that are not mentioned below. In addition, specific functions may change from time to time:

  • Conduct daily safety surveillance of facilities and work processes
  • Assist in the development and implementation of accident prevention training programs and policies, investigates actual and potential injury and property damage events to determine root causes and recommends actions to prevent recurrence
  • Conduct periodic trend analysis of employee injury data
  • Conduct fire / exit drills in Health System facilities
  • Conduct safety training and orientation
  • Conduct, schedule and oversee required inspections, maintenance and testing of portable fire extinguishers and installed fire suppression systems
  • Develop and maintain CFVHS Hazardous Materials and Wastes Management Plan according to Joint Commission standards and NC-DENR requirements for a Large Quantity Generator
  • Respond to and investigate hazardous materials spills and exposures and may be required to contain and clean up hazardous materials spills
  • Maintain Health System’s library of safety data sheets, both digital and hard copy, as required by OSHA and NC-DOL
  • Escort outside agencies on safety-related tours and inspections
  • Manage the day-to-day collection, temporary storage and disposal of hazardous chemical wastes
  • Other duties as assigned

Minimum Qualifications

The following qualifications, or equivalents, are the minimum requirements necessary to perform the essential functions of this job:

Education And Formal Training

  • Associate’s degree in occupational safety, fire science, engineering, environmental health, or related field required
  • Bachelor’s degree preferred
  • Formal training in industrial hygiene and/or safety preferred
  • Possess or, within first 6 months following hire, be able to complete requirements for OSHA Operations-Level 40-hour HazWOPER certification (40 hours of initial training, 24 hours of annual refresher training) required
  • Valid US driver’s license and meet requirements to operate Health System vehicle required

Work Experience

  • 4 years’ experience in fire prevention, occupational safety and/or hazardous materials management required (1 year experience in each preferred)

Knowledge, Skills, And Abilities Required

  • Proficiency in reading, writing, and speaking the English language
  • Knowledge of Joint Commission environment of care standards, US Environmental Protection Agency regulations, NC-DENR and US Department of Transportation hazardous materials shipping standards preferred
  • Verbal ability to comprehend and communicate effectively with all levels of hospital staff, physicians, vendors, outside technical representatives and consultants
  • Interpersonal skills
  • Writing and record keeping skills
  • Analytical and statistical perception to evaluate response effectiveness, analyze costs, procedures, and techniques and report findings accurately
  • Computer skills to include Microsoft Office products

Physical Requirements

  • Ability to respond expeditiously at any hour when summoned in anticipation of or following emergency situations, or to conduct drills in the evening, night and weekend shifts
  • Periodic evening, night and weekend work will be required
  • Walking for long periods of time, standing, and some climbing required when inspecting portable fire extinguishers, conducting drills and providing training
  • Speaking and hearing is essential to communicate with others
  • Manual dexterity for manipulating equipment and handling tools
  • Visual acuity for inspection and maintenance of equipment
  • Ability to travel to all Health System facilities is required
