Areas of responsibility for Leisure Services include managing the Summit on the Park Community Center, Parks and trail maintenance, Pheasant Run Golf Club, Fellows Creek Golf Course, and the Canton Sports Center. Community Development responsibilities include Park and Project Development, the Village Theater at Cherry Hill, and the Recreation Division, including the B.L.O.C.K. Youth and Teen Center and Therapeutic Recreation. The position is responsible for the day-to-day administration, planning, management, maintenance, risk management, programming, operations, marketing, and personnel for the Department.Working under the direction of the Leisure Services & Community Development Director, this employee is responsible for developing comprehensive plans that deliver high-quality programs, maintenance, and service standards efficiently and cost-effectively. An employee in this position must be innovative in their approach to ensure goals and objectives are met, working within existing strategies and budgets. An employee in this position will be required to work evenings, weekends, and holidays as needed to achieve the Township's goals.EXAMPLES OF WORK: (Note: These examples are intended as illustrations of the various types of work performed.)Provides leadership, assigns work, and supervises employees assigned to the Parks and Recreation Division. Develops and manages budgets for the recreation and facilities areas and works in cooperation and collaboration with all areas of Leisure Services & Community Development to develop and work within the annual budget.Works closely with staff in the formulation of departmental policies and procedures and is responsible for the execution and enforcement of established departmental policies and procedures that have been approved by the Director.Coordinates with the Communications Division in initiating, implementing, and monitoring innovative public relations, marketing, and communications plans for the Department. Analyzes and evaluates existing operations, programs, and services and implements changes as needed.Analyzes program charges; justifies and implements new fee structures when required.Analyzes the results of citizen feedback and surveys; makes recommendations and implements program changes as needed.Promotes the Township by participating in and representing the Township at various meetings and functions, with and/or on behalf of the Director. Assists the Director with responsibilities related to other Township Boards, Commissions, and Advisory Groups as needed. Facilitates, participates, and attends staff meetings as required.Plans and directs staff in the development of leisure services for the community.Monitors compliance with all contracts.Ensures safe practices to help mitigate risk for both employees and participants.Coordinates services with other agencies, divisions, and departments to ensure strong business practices and efficient utilization of resources.Responds proactively to current trends and practices of the industry.Assists with the development of department goals, objectives, and planning documents for each division of the Department. Communicates and demonstrates activities, programs, and accomplishments through oral presentation and written form to Township personnel and the public.Attends community events and works cooperatively with community organizations, groups, and individual citizens to promote Leisure Services programs and events.Provides leadership and direction to the division to ensure the needs of the community are being met.Ensures the delivery of excellent customer service.Supervises the Department in the absence of the Director.Actively participates in agency accreditation and the administration of the Department volunteer program.Performs other duties as assigned. ESSENTIAL JOB FUNCTIONS - KNOWLEDGE, SKILLS, AND ABILITIES:Six to eight years of related professional experience required.Bachelor's degree in Recreation Administration, Business, Public Administration, or related field; or any equivalent combination of experience and training which provides the required knowledge, abilities, and skills.Must possess a current, valid Driver's License with a driving history that does not create liability concerns, which includes, but is not limited to, convictions for reckless driving, careless driving, suspended license, or convictions involving drinking and impaired driving. Certified Parks and Recreation Professional or Certified Parks and Recreation Executive preferred.Experience in a municipal government with knowledge of parks and recreation operations preferred.Extensive knowledge of sound and innovative business administration, principles, and practices.Ability to analyze and interpret reports and data, and to create reports and maintain accurate records.Strong background and experience developing, analyzing, and presenting municipal budgets, as well as the basic principles of cost accounting.Must possess a strong understanding of the principles of marketing and public relations.Considerable knowledge of diverse software programs and a proven ability to learn unique software programs.Ability to direct and supervise the work of employees to obtain efficient results.Ability to develop partnerships and collaborations; ability to be available to the public and work a flexible schedule as needed.Ability to analyze problems, present facts, and make recommendations effectively in both oral and written form.Ability to deal with the public and to maintain effective working relationships with other employees.Knowledge of all software programs used by the Department to ensure that programs are being used in an efficient manner.Demonstrated ability to initiate programs and work independently.Demonstrated self-starter with excellent communication, marketing, and customer service skills.PHYSICAL DEMANDS:Reasonable Accommodations: Canton Township provides reasonable accommodations to applicants with disabilities.
