The primary purpose of this position is to serve as the installation's Family Advocacy Officer (FAO) directly supervising a staff consisting of social worker(s) and may also include a registered nurse and support personnel. Integrates and organizes the Family Advocacy Program (FAP).

  • Must possess a current unrestricted license to practice clinical social work (LCSW) independently in any oneof the 50 states, the District of Columbia, Puerto Rico, or the U.S. Virgin Islands.
  • Two years of experience working in the field of child abuse and domestic abuse. Practice will requireclinical privileges at the host MTF. Must maintain independent active clinical privileges for the duration ofemployment. Must sustain current competency to practice at the independent level.
  • This position has been identified as having "regular contact with children". IAW Public Law 101-647 Section231, and Public Law 102-190, Section 1094. A FBI fingerprint and State Criminal History Repository (SCHR)Check will be completed on any person selected for this position

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Degree: social work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.

Master's degree with practicum: Applicants who complete all of the requirements for a master's degree in social work that included a practicum are eligible for GS-9.


In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying professional knowledge of social work practices, principles, and theories to carry full professional responsibility for cases involving a wide range of psychosocial and environmental problems. Providing a knowledge of the organization, management, and administration of child and family welfare services to perform program planning and develop and maintain public understanding and sound working relationships with local agencies and community agencies. Using knowledge of a wide array of problems and disorders of children and families and the varied resources needed to treat them. Evaluating and determining best application of multiple complex helping systems, various professions, and organizations; how they affect child and family welfare; and the multiple uses of such systems, professions, and organizations to deliver services. Applying knowledge of safety and security regulations, practices, and procedures. Supervising, planning, organizing and directing the functions and staff of military and civilian personnel.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Professional knowledge of social work practices, principles, and theories to carry full professional responsibility for cases involving a wide range of psychosocial and environmental problems.

2. Knowledge of the organization, management, and administration of child and family welfare services to perform program planning and develop and maintain public understanding and sound working relationships with local agencies and community agencies.

3. Knowledge of a wide array of problems and disorders of children and families and the varied resources needed to treat them.

4. Ability to evaluate and determine best application of multiple complex helping systems, various professions, and organizations; how they affect child and family welfare; and the multiple uses of such systems, professions, and organizations to deliver services.

5. Knowledge of safety and security regulations, practices, and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

  • Carries out program management responsibility for the installation Family Advocacy Program (FAP), ensuring compliance with legal and regulatory requirements and meeting customer needs
  • Represents FAP to (or on behalf of) the installation, group, squadron leadership through multiple installation and functional area organizations
  • Exercises supervisory personnel management responsibilities
  • Carries full professional responsibility for assigned cases presenting a wide range of psychosocial and environmental problems from prevention, intervention, and treatment through case closure and/or transfer
  • Works to achieve and support quality improvement in all products and services
